- 277-17-0499 Award The purpose of this contract is to fulfill a Congressional mandate, via the Sober Truth on Preventing (STOP) Underage Drinking Act, Public Law 109-422 popularly known as the STOP Act to continue the adult oriented national media campaign-"Talk. They Hear You." (TTHY). The national media campaign to prevent underage drinking, TTHY, responds to directives set forth in Section 2(d) of the STOP Act, requiring the Secretary of the U.S. Department of Health and Human Services to fund and oversee and adult-oriented national media campaign. The goal of the national media campaign, TTHY, is to reduce underage drinking by providing parents and caregivers of children ages 9 to 15 with information and resources to discuss the issue of alcohol with their children. The Interagency Coordinating Committee to Prevent Underage Drinking (ICCPUD) coordinates federal efforts to reduce underage drinking, guide policy and program development across the federal government as well as serve as a resource for the development of the Comprehensive Plan for Preventing Underage Drinking. ICCPUD receives input from experts and organizations representing a wide range of parties, including public health advocacy groups, the alcohol industry, ICCPUD member agencies, U.S. Congress, and subject matter experts, which has been instrumental in the development of the national media campaign-TTHY. The ICCPUD will continue to guide the development process of the national media campaign, TTHY, over the period of this contract. The annual evaluation regarding the implementation and outcomes of "Talk. They Hear You." is provided in Chapter 5, of the "Report to Congress on the Prevention and Reduction of Underage Drinking" and can be found at www.stopalcoholabuse.gov. The Substance Abuse and Mental Health Services Administration (SAMHSA) was created in 1992 to work in collaboration with states to improve prevention, treatment, and rehabilitation services for individuals with mental and/or substance use disorders. Its vision is to provide leadership and devote its resources toward helping the Nation act on the knowledge that: behavioral health is essential for health, prevention works, treatment is effective and people recover from mental and substance use disorders. SAMHSA's Center for Substance Abuse Prevention (CSAP) works with federal, state, public, and private organizations to develop comprehensive prevention systems by: • Providing national leadership in the development of policies, programs, and services to prevent the onset of illegal drug use, prescription drug misuse and abuse, alcohol misuse and abuse, and underage alcohol and tobacco use; and, • Promoting effective substance abuse prevention practices that enable states, communities, and other organizations to apply prevention knowledge in an effective manner. SAMHSA has made prevention of underage drinking a priority through its Strategic Initiative #1 - Prevention of Substance Abuse and Mental Illness, specifically addressing underage alcohol use in Goal 1.2, which is to "prevent and reduce underage drinking and young adult problem drinking." This goal was established because of the potential impact of underage drinking on the health and well-being of young people and their communities.
