- The purpose of this amendment to the Request for Information/Source Sought Notice is to respond to the following question: Q: Any reason why the bomb must be submersed in water? A: Submersion of the bomb in water is an added safety feature to further protect against sparking. There was some concern when this was originally pursued that with flood coolant, there was a potential for sparking in the event the coolant pump failed. Also, the cutting fluid must be water because we can treat water contaminated with explosives. We cannot treat coolants contaminated with explosives. Using something other than water would introduce a new waste stream that MCAAP is not equipped to handle.
