- Project No. 542-10-101 Construction Phase Replace Steam and Condensate Mains, Oval 2 and Outlying Branches AMENDMENT NO. 1 VA244-17-R-0323 This amendment is hereby issued as follows: Post answers to contractor questions and include attachment, Safety Requirements, specifications section 01 35 26. Answers to Contractor Questions: Question: Spec section 26 05 33, 3.6 on page 26 05 33-9 refers to conduit in wet or damp locations and Spec section 26 29 21, 2.1, 9, b indicates that if switch enclosures are not designated with NEMA ratings, they should be furnished the NEMA type most suitable for the ambient environmental conditions. To determine which electrical materials are to be provided, our question is: Are the mechanical rooms considered wet or damp locations? VA Response: The mechanical rooms are to be considered damp locations for NEC purposes. Question: Access to the pipe tunnels seems to be restricted to the mechanical rooms and mechanical room access is provided through (in some cases) the removal of louvers. Is the VA aware of a more direct way to get 20-foot-long sections of piping into the pipe tunnels? VA Response: Please refer to the contract documents, specifically the following: Specification sections 01 00 00 (General Requirements Statement of Bid Items), 01 12 00 (Photographs) and drawing G-002 (Construction Staging & Pipe Basement & Upper MER Access Areas). Other than the louvers identified within drawing G-002, and the common access point for each mechanical room, access from basement windows are the only other locations available for use. Question: Because of the existing sweep of the current piping vault, significant fitting and welding will need to occur in the tunnels. Will confined space entry procedures and processes (such as mechanical ventilation) apply to the pipe tunnels? VA Response: Please refer to the contract documents, specifically the following: Specification sections 01 00 00 (General Requirements Statement of Bid Items) and 01 35 26 (Safety Requirements). In accordance to 29 CFR 1910.252(c)(4) [Ventilation in Confined Spaces], the contractor must establish techniques and procedures to provide adequate ventilation for workers within pipe tunnels. Contractor must maintain acceptable air quality in the confined space at all times workers are present within the confined space. Ventilation is required if the atmosphere contains hazardous or toxic vapors, mists, fumes, gases, or fibers; insufficient oxygen or is oxygen rich; or flammable dusts or vapors.
