Description
Air University Commercial Internet Service 2 Request for Information Synopsis: 1. The Air University (AU) A6 Directorate is currently performing a sources sought/market survey. The purpose is to acquire information regarding contractor's capability to provide for the expansion and/or replacement of the Air University Commercial Internet Service (AUCIS). This includes the requirements specification, design, implementation, testing, integration, administration, management, and maintenance support of an AU commercial Internet service network. The government is looking to either expand or replace its current service and to establish it as an Air Force certified network. Background: 2. The current AUCIS provides unfettered internet access to 7000+ users located within 36 Air University facilities a. Users include faculty, staff, students, and guests b. 31 AU facilities reside on Maxwell AFB proper, 5 facilities reside on Gunter proper c. Air University's current commercial Internet service is Air Force authorized as a service only and is not considered a network enclave d. Peer to peer collaboration or sharing of connected resources of any kind is not authorized or allowed on AUCIS as there is no Government or Department of Defense Certification and Accreditation or Authority to Operate as a network e. The current AUCIS entails system firewalls, controllers, switches, wireless access points and associated equipment. Primary points of presence (PoP) for internet service are currently available on Maxwell and Gunter AFB provided by WOW and Southern Light LLC. f. Government owned infrastructure such as ground fiber is available for vendor's use from the PoP on each base's location to each of the 36 AU facilities. g. Government owned building infrastructure such as fiber, Cat6 cable, work area outlet ports, and patch panels/ports are also currently available for vendor use as necessary to provide the wireless/wired connections required. 3. The proposed contract is being considered for open competition. Contractor shall specify your business size status in your Market Research RFI response. 4. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication that HQ Air University A6 will contract for the items contained in the RFI. HQ Air University A6 will not pay respondents for information provided in response to this RFI. This RFI is part of a Government market research effort to determine industry capabilities to provide services for similar or like systems in the following areas. Base Request: 5. Address your capabilities to accomplish the referenced tasks and provide highlights of successful past experience on similar government or non-government contracts within the past five years. The contractor that expands or replaces the current commercial Internet service must have the capacity and capabilities to provide the following: a. A mostly wireless network with some wired connectivity (based on government's requirements for wired connections in limited areas) to provide access to the Internet for 7000+ users located within 36 Air University Facilities with no loss of service (downtime) to users at the point of transition from current service to networked service b. A network that complies with DoD and AF cybersecurity policies, standards, and architectures for transmitting/processing non-FOUO/PII data. c. Options to make the network comply with DoD and AF cybersecurity policies, standards, and architectures for transmitting/processing For Official Use Only (FOUO) and Personally Identifiable information (PII) data d. Option to make the network comply with the most recent Defense Research Engineering Network (DREN) Service Agreement. e. Security controls that do not hamper user access to the Internet resources required to perform educational research and user collaboration f. A Service Level Agreement (SLA) to include: i. Lease of all network and wireless equipment (1) Sustainment and maintenance of all network equipment (2) Replacement of all network equipment failures (within 24 hours of reported failure) ii. Internet Service (1) A minimum of upload and download capability of 1 Gigabit Bandwidth Internet access (2) 1 Gig bandwidth will be shared between AU facilities on the Maxwell and Gunter locations (3) Capacity management that scales to meet demand but does not exceed reasonable levels (should be based on typical and peak utilization trend analysis information) iii. Network management and monitoring (1) Provide an aesthetically pleasing and user-intuitive dashboard with drill-down capabilities to the client/user level. (2) Provide information regarding to the type of data the dashboard will provide and details with regard to why each type of data is important 1. Please provide recommendations, best practices, and/or industry standards for the types of data the dashboard should display (3) Provide weekly, monthly, quarterly, and annual reports on the health and status of network devices and performance, using visual cues like green, yellow and red indicators to inform network managers, as well as, identified network administrators within each facility, of the overall health of the network devices and device components. (4) Provide on-site network manager, network engineer, and user support technicians (5) Provide baseline and recurring traffic and performance reports to include as a minimum network availability monitoring tools to track bandwidth utilization, uptime, availability, and response times of network devices. Reports should also address components like the following: (a) Quantity and percent of usage (b) Most resource-consuming sites and kinds of traffic (a.k.a. "hogs") (c) Most frequently visited sites (d) By facility, by unit, by overall university, by genre/kind of traffic, by hog (6) Provide an electronic means to report granular information on the status of individual device components, such as ports, memory, processors, and power supplies and monitor critical network components for proper operating temperature. (7) Option to implement Mobile Device Management. (8) Option to implement multi-zone capabilities (i.e. multiple, separate networks with varying security that are all accessible from each AP). iv. Help desk ticketing system or integration with currently existing Air University help desk system. Will include daily on-site technical support (operators and dispatched technicians) for user issues (Monday - Friday workdays only, 8:00 am to 5:00 pm). g. Access to government and commercial cloud based services and applications h. Risk Management Framework (RMF) and provide assistance to obtain an Air Force Authorization To Operate (ATO) i. Notional network design drawings for all facilities (as-built drawings) i. Include location of secured communications rooms and all networked equipment to include FODPs, firewalls equipment, controllers, switches, wired ports, and wireless access points ii. Include plans to use existing government ground/building fiber/wiring and equipment if available iii. Include plans to provide additional ground fiber and building fiber/wiring as necessary to provide optimal wireless service j. Notional network topography to include type of equipment used to design the network k. Update network design documents (As-Built) for each facility where network equipment is installed to include communications room equipment configurations, access point locations, and work area outlet configurations for all hard-wired connections in a format specified by 42 CS planners l. Support for Bring Your Own Device (BYOD) access to AUCIS2 commercial network i. At a minimum, personally owned devices must be able to access the Internet via a simple, intuitive manner. This may require virtual segregation in order to maintain compliance with the policies, standards, and architectures described above. ii. AU is interested in an option that would place personally owned devices on the same network as government owned devices (i.e. not virtually segregated) while maintaining compliance with the policies, standards, and architectures described above. n. Role based assignment of security controls to clients o. Peer to Peer connectivity for collaboration p. Cybersecurity Defense Services to protect, detect, respond, and sustain the enclave Additional information request: 6. Please provide answers or information pertaining to the following questions and/or requests a. What types of metrics are important and should be reported on with regard to the availability and performance of a wireless network? i. Please provide recommendations, best practices, and/or industry standards for monitoring and defining the threshold for each metric. ii. What does each type of metric measure and why is it important for an organization to understand these metrics? b. Provide an explanation of how uptime/downtime is calculated for a wireless network. For example, if network performance is required to provide a 99.95% uptime, what formula would be used to provide this calculated rate? What kinds of events are discounted (e.g. ISP outage, approved ASIs, acts of God, etc)? c. What types of tools are typically used with a wireless network to monitor and track sites that users visit? d. Is your company experienced with developing a Risk Management Framework (RMF) for Department of Defense (DoD) Information Technology (IT) certification for a network or system? If so: i. Please provide details for any government networks or systems for which you have done so. ii. How long does it typically take to implement a RMF? e. Is your company experienced with obtaining a DoD Authorization to Operate (ATO) for a network or system? If so: i. Please provide details for any Air Force networks or systems for which you have obtained an ATO. ii. How long does it typically take to develop a System Assessment and Authorization (A&A) package and obtain an Air Force ATO? f. What are the estimated costs associated with each item in Paragraph 5a through Paragraph 5p of this request?
