- Statement of work for repair. Components in need of repair. Special Notice -Repair The Department of Homeland Security, United States Coast Guard hereby gives notice of their intent to award a purchase order to LEONARDO SPA (CAGE A1512) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. USCG Aviation Logistics Center, Elizabeth City, NC has requirements to repair the C27j aircraft components listed on the attachment. Market research has revealed the C27j aircraft manufacturer, LEONARDO SPA has the export control documents and repair facility to fix the listed aircraft components made by Italian Company SIRIO PANEL SPA (Cage Code A4582). All repairs must meet the OEM specifications. The specifications are proprietary to the OEM. Complete specifications and drawings for these components are not available for distribution by the Coast Guard. Therefore, the government intends to procure repair service on a sole source basis from LEONARDO SPA. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources that are certified to repair these items may submit an offer along with documentation reflecting they are an authorized repair facility and past performance information demonstrating that these items have been successfully repaired under previous orders. However, a determination by the Government not to compete with this proposed contract based upon responses to the solicitation is solely within the discretion of the Government. The closing date for this intent to award notice is June 05, 2017@12:00 pm EST. Quotes may be submitted electronically to the listed e-mails on this notice.
