Description: This Sources Sought/Request for Information (SS/RFI) is being completed in accordance with FAR 15.201. This is not a solicitation for quotes, neither unsolicited proposals nor any other kinds of offers will be considered in response to this SS/RFI and there will be no contract award from this SS/RFI. There will be no reimbursement for any costs associated with providing information in response to this SS/RFI or follow-up information requests. The purpose of this SS/RFI is to: 1) Conduct Market Research to determine potentially qualified manufacturers or sources for this requirement; and 2) Validate the proposed North American Industry Classification System (NAICS) code. Based on the information gathered from this SS/RFI, the contracting officer may change the NAICS. At this time the suggested NAICS code assigned to this procurement is 339112. PROCUREMENT SCOPE/STATEMENT OF OBJECTIVES: The Department of Veteran Affairs (VA), Strategic Acquisition Center (SAC) is issuing this SS/RFI as a means of conducting market research to identify qualified contractors with the capability and the resources to meet the VA Health Administration (VHA) requirement to provide Gastrointestinal (GI) Hemostatic Clips (non-surgical) via the national mandatory Medical Surgical Prime Vendor (MSPV) Program. GI Hemostatic Clips (non-surgical) has been identified as an item for standardization. The purpose of standardization is to obtain the highest quality products at the best possible price to be used uniformly, as medically appropriate, in an inpatient and/or outpatient VA healthcare setting. Standardization facilitates the best possible care and medical outcomes for our Nation s Veterans. GI Hemostatic Clips (non-surgical) are for placement within the GI tract for the purpose of endoscopic markings, hemostasis, or closure of the GI track luminal perforations. Contractors must be able to comply with the Minimum Technical Requirements (MTR). See attached MTRs GI Hemostatic Clips-RFI for requirements of the product. PERFORMANCE: The contractor(s) will be responsible for making the GI Hemostatic Clips available through the MSPV Program for all VA facilities. The MSPV Program also known as the VA Distribution Program, is a national program that provides a customized distribution system that meets or exceeds facility requirements by providing efficient and cost-effective just-in-time distribution, inventory, electronic, and catalog ordering processes through four Prime Vendor contracts. The MSPV contracts are Indefinite Delivery, Requirements Contracts from which field offices are required to purchase available items. Additionally, Prime Vendors are required to provide VA facilities with 100% of the Medical Surgical National Standardization products identified by facilities. In order for the contractor to participate in the VA Distribution Programs, the contractor must establish a contract with each Prime Vendor in order to add their products to the supply chain. Use columns B thru H to indicate your organization s Business Size (i.e. large business, small business, service disabled veteran owned, veteran owned, woman owned, disadvantaged, HUBZone, 8(a) small business) and manufacturer s North American Industry Classification System (NAICS) (i.e. 339112). If your organization would like to suggest another NAICS, please do so in the same table. Indicate the NAICS # under the socio-economic category of your company. Note: if you indicate you are a small business manufacturer and your company does not manufacture the GI Hemostatic Clips, your company must subcontract with another small business which manufactures the GI Hemostatic Clips domestically to maintain consideration as a small business. No - Your company does not manufacture the product, but another company will do so on your behalf; if so, enter information in the remaining columns to the right and also provide the name(s) of the manufacturer on Sheet A.
