- NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Oregon State University, 312 Kerr Administration Building, Corvallis, OR 97331, using the procedures in FAR Part 13, and in reference to 41.U.S.C. 253(c)(1), for the production of Mean Annual Maximum Precipitation Grids using Optimized Prizm system. The Hydrometeorological Design Studies Center (HDSC) within the Office of Water Prediction of NOAA's National Weather Service is updating precipitation frequency estimates for the state of Oregon. In addition, HDSC has been working with federal and state agencies on securing funding to extend coverage to the remaining five northwestern states with no coverage: Idaho, Montana, Oregon, Washington, and Wyoming. In order to complete the spatial interpolation of point precipitation frequency estimates for various durations, HDSC requires spatially interpolated grids of mean annual maximum precipitation. The contractor, The PRISM Climate Group at Oregon State University (OSU), will produce a series of mean annual maximum precipitation grids for selected durations using an optimized system based on the Parameter-elevation Regressions on Independent Slopes Model (PRISM) and HDSC-calculated mean annual maximum precipitation point estimates at gauged locations in each project area. The process consists of two main phases. In the first phase, mean annual maximum precipitation grids will be derived for the project area for base durations of 60-minute, 12-hour, 24-hour and 10-day. In the second phase, grids of mean annual maxima will be derived for all durations. All delivered grids will be at a spatial resolution of 30-arc seconds (-800 meters). PRISM is a unique tool available only from the PRISM Climate Group at OSU who has developed the skill and experience necessary for its operation. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541712 with a business size standard of 1,000 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00am, May 26, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
