- Description
- The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price contract, on a sole-source basis, to Northrop Grumman Systems Corporation, Rolling Meadows, IL (CAGE: 26916) for the manufacture of the Directional Infrared Counter Measures (DIRCM) Situational Awareness (DSA) Laptop P/N 152-002426-0001. This procurement is required to support the P-8A Poseidon. This acquisition will include the procurement of spare hardware that supports correction of deficiencies discovered during initial aircraft acceptance testing. These hardware components are utilized to provide 360 degree spherical video coverage outside of the aircraft for increased crew situational awareness and safety. The requirement is for a quantity of seven (7) each of the Directional Infrared Counter Measures (DIRCM) Situational Awareness (DSA) Laptops. The P-8A development efforts identified specific AN/AAQ-24 DIRCM components that were part of the Government's formal testing efforts and subsequently were approved as the configuration for Low Rate Initial Production and Full Rate Production. Northrop Grumman, as the Original Equipment Manufacturer (OEM) of the AN/AAQ-24 DIRCM system for the P-8A, is the only known source that is capable of providing the components in the same form, fit and function that are compatible with the existing infrastructure of the P-8A. Use of any equipment that does not have the same form, fit and function would require a complete system redesign including extensive software and hardware NRE and extensive testing following the integration of all new components and interfaces currently installed onboard the P-8A aircraft. Additionally, a complete system redesign would require extensive Developmental and Operational flight testing, Live Fire Testing and complete system requalification. In addition to the aircraft changes, the current Logistics elements would need to be re-established for all redesigned components. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
