Description

Request for Information AllScripts Software Maintenance and Support The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Finance, Managerial Cost Accounting Office has a requirement to continue the uninterrupted software maintenance and help desk support for Allscripts Transition II (TII ®) Sunrise Decision Support Manager (DSS) software that is and has been utilized by the VA for almost two decades as its Managerial Cost Accounting (MCA) system. This exclusive system software is provided to the VHA, Veterans Benefits Administration (VBA) and National Cemetery Administration (NCA) in compliance with Public Law 101-576 (Chief Financial Officer (CFO) Act of 1990) and its government-wide cost accounting standards (Per MEMORANDUM dated 11/6/1998 by the Acting Undersecretary of Health and VHA Chief Financial Officer). Additionally, VHA DIRECTIVE 2012-031, mandates the use of VHA Decision Support System (DSS) to meet the Federal Government s MCA requirements. We are seeking sources, to include their capabilities that can perform this AllScripts Software maintenance and support in accordance with Attachment 1: Draft Product Description (PD) (attached). This is a Request for Information (RFI) only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and submit a capability statement demonstrating their ability to meet this requirement. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI.
