Description
THIS IS NOT A SOLICITATION ANNOUNCMENT. The Naval Facilities Engineering Command, Newport, RI is seeking eligible small business firms capable of performing the construction of: Pier 2 pile repairs, Naval Station Newport, Newport, RI. In accordance with DFARS 236.204(i), the magnitude of this project is between $5,000,000 and $10,000,000. All small businesses are encouraged to respond. Large business responses may not be considered. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of unrestricted, full and open competition is in the Government ™s best interest. The appropriate NAICS Code is 236220 Commercial and Institutional Building Construction. This synopsis is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary. It is requested that interested small businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, singled-spaced, 12 point font minimum) demonstrating ability to perform the requested services. PROJECT DESCRIPTION: Pier 2 is a general purpose berthing pier, serving home-ported and visiting vessels for the Navy, the U.S. Coast Guard, and the National Oceanic and Atmospheric Administration (NOAA). The pier was constructed in 1958 as part of a major expansion of fleet berthing and warehouse facilities at Naval Station Newport. The pier is approximately 1575 feet long by 200 feet wide. It is supported by 3,116 concrete filled steel pipe piles. The piles support cast-in-place concrete pile caps at 10 feet on center, which in turn support a 10 1/2 inch thick reinforced concrete deck. The top surface of the deck is approximately 12 feet above mean low water (MLW). There is a clearance under the pier of about 10 feet at MLW. Over the past 60 years, the existing 14 inch diameter steel piles have experienced corrosion in the splash zone. The piles with major steel section loss require repair to maintain and restore the structural integrity of the pier. Ongoing restoration efforts have repaired approximately 445 piles since 2002. The current project proposes repairs to 133 piles, with Options to repair an additional 412 piles. The current pile repair project is being undertaken in support of the International Sea power Symposium (ISS), hosted at Naval Station Newport every two years by the Naval War College. The upcoming symposium will take place in 2018. SCOPE: Provide construction services, including all materials, labor, equipment, supervision, and construction management, to repair Pier 2 vertical support piles by partial-length concrete encasement per Plans and Specifications produced by NAVFAC, Facilities and Acquisition Division (FEAD), Naval Station Newport, Newport, Rhode Island. Responses shall address, as a minimum, the following: (1) Relevant Experience, no more than two (2) projects, to include experience in performing efforts of similar size and scope within the last five years, including contract number, indication of whether a prime or subcontractor, contract value, square footage, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (2) Company profile to include number of employees, office location(s), DUNS number, CAGE Code, and statement regarding small business designation and status. (3) Statement regarding Bonding Capabilities.
