Description
Justification for Other than Full and Open Competition-PR0001363 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Mystaire Inc., 15113 N. Dobbyn Creek Road, Creedmoor, NC, 27522-1023, for the purpose of procuring twelve (12) Mystaire CA-6000-050 Bench Top Cyanoacrylate Chambers. The FBI has a requirement for twelve (12) Mystaire CA-6000-050 Bench Top Cyanoacrylate Chambers to equip its field Evidence Response Teams (ERT). Field ERT members are trained to conduct cyanoacrylate fuming processes in the field prior to shipping evidence to the FBI Laboratory for examination. They do not currently have the equipment to conduct cyanoacrylate fuming combined with humidity. Equipping the ERT with the same Bench Top Cyanoacrylate Chambers utilized by the FBI Laboratory Latent Print Operations Unit (LPOU) will allow the ERT this capability. Research conducted by the LPOU has determined that fingerprint residue on a non-porous or semi-porous surface that is exposed to cyanoacrylate fumes combined with controlled humidity reveals a significantly higher degree of ridge detail in the latent print than can be achieved with cyanoacrylate fumes acting alone. Additionally, the combination of cyanoacrylate and humidity has been demonstrated to rejuvenate older latent prints which have dried-up over time. The utilization of cyanoacrylate fumes, combined with humidity, has resulted in a significant increase in the quantity and quality of usable developed latent prints. The use of cyanoacrylate fumes combined with humidity is the standard practice in the FBI Laboratory. The Mystaire CA-6000-050 Bench Top Cyanoacrylate Chambers is the only portable fuming chamber on the market that has an external humidity source and that reaches the extremely high temperatures required. Based on market research, and Government end-users, it has been determined that Mystaire Inc. is the sole manufacturer and distributor of the Mystaire CA-6000-050 Bench Top Cyanoacrylate Chambers; therefore, they are the only company capable of providing the necessary equipment. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 339113, Surgical Appliance and Supplies Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
