S. Air Force Civil Engineer Center is anticipating to solicit proposals from private and/or public entities interested in leasing all or a portion of an approximately 57 acre parcel located at U. S. Air Force Academy, CO for the purposes of financing, permitting, developing, constructing, maintaining and operating improvements upon the available parcel for commercial (non-Federal Government) use and operation. Draft Request for Qualifications (AFCEC-17-R-0004) illustrates and describes the available parcel, requirements and the source selection methodology for this proposed Enhanced Use Lease (EUL), which supports the Government's notional requirement to optimize the value of this under-utilized property in accordance with Executive Order 13327, Federal Real Property Asset Management and Air Force EUL authorities and processes. A EUL is a non-Federal Acquisition Regulation (FAR) real estate transaction executed in accordance with 10 USC 2667. This is not a FAR solicitation for products and/or services. The Government will sponsor an Industry Day to facilitate the exchange of information and the preparation of proposals. Industry Day details follow: Date and time: June 6, 2017; 9:00 am MST - early afternoon (end of Official Industry Day; One-on-One sessions will follow). An agenda will be provided after registration. U. S. Air Force Academy, Visitor Center Colorado Springs, CO 80840 Participation in the planned Industry Day is encouraged but is not a prerequisite for submitting a proposal. We expect most questions will be answered in the Open Q&A session, but we will offer short (time allotted depends on number of requests), One-on-One Q&A sessions to potential prime proposers. These sessions are for unique, proprietary questions that a Company or Team does not want to share in a general session. The One-on-One sessions are not for subcontractors, but they are for a company or team that would be the prime or main contractor that may submit a proposal for the final RFQ when released. If you choose to attend Industry Day, participants must register with Scott Nickerson at scott.nickerson@us.af.mil by 1 June 2017 to provide names and numbers of those attending and if a one-on-one is requested. The Government will not reimburse respondents for any costs incurred in preparation of a response to this solicitation or attending the Industry Day. Interested sources should prepare and submit their responses, proposals and supporting information in accordance with AFCEC-17-R-0004. No proposals are due at this time to this Draft RFQ notice.
