Description
JOFOC, BOM, COMBO SYNOPSIS USDA FOREST SERVICE REQUEST FOR QUOTE for 845351 Loop channel bank system, KLAMATH NATIONAL FOREST This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 845351. The solicitation is a request for quote (RFQ). Loop - AM3440-A Chassis, KLAMATH NATIONAL FOREST This solicitation is for a firm fixed price request for quote (RFQ) for Loop - AM3440-A Chassis, KLAMATH NATIONAL FOREST as referenced on the attached Bill of Materials. Please see the attached Bill of Materials that will provide further information regarding the required specifications. New Equipment ONLY. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation's closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, Effective 19 Jan 2017. NAICS code: 423610 Business Size Standard is 500 FOB Destination - Delivery locations: see attached Bill of Materials (BOM) The vendor must be capable of procuring and delivering the equipment listed within the contract within 60 days of contract award. See attached schedule of equipment/supplies (Bill of Materials) for a list of contract line item number(s) and items, quantities and units of measure. NOTE: Please provide a BRAND NAME quote for the item(s) below. FAILURE TO DO SO WILL MAKE THAT OFFEROR NON-RESPONSIVE AND WILL NOT BE CONSIDERED FOR AWARD. ** You must be registered with the System for Award Management (SAM, www.sam.gov) at time of award to be considered. QUOTES SHALL INCLUDE THE FOLLOWING: 1. Quote related to the Bill of Materials (BOM) 2. Technical Specifications for all items being quoted. 3. Bidders must include a completed copy of the provision at AGAR 452.209 - 70 (attached) The Government will award a contract resulting from this Request for Quote to the responsible Bidder whose quote conforming to the Request for Quote will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: i.Products quoted meet the technical requirements of the bill of materials ii.Award will be made on the basis of the lowest evaluated price of a quote meeting or exceeding the acceptability standards for non-cost factors. iii.Registered in the System for Award Management (SAM), www.sam.gov. The quotes are due back Friday, 26 May 2017 by 11:30 am Mountain Time. Quotes shall be emailed to davidwatson2@fs.fed.us. If you have any questions please direct them to David L. Watson at davidwatson2@fs.fed.us. Evaluation factors and significant subfactors as stated in the solicitation are as follows. Award will be made on the basis of the lowest evaluated price of a quote meeting or exceeding the acceptability standards for non-cost factors. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The non-cost factors are: 1)Meets the technical requirements of the Bill of Materials. (b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
