- THIS IS A PRE-SOLICITATION; NOT A SOLICITATION. PLANS AND SPECIFICATIONS ARE NOT AVAILABLE AT THIS TIME; THEREFORE NO QUESTIONS OF A TECHNICAL OR CONTRACTUAL NATURE WILL BE ACCEPTED OR ANSWERED UNTIL THE SOLICITATION IS ISSUED. INFORMATION CONTAINED IN THIS SYNOPSIS IS SUBJECT TO CHANGE. This solicitation is anticipated to issue as a Request for Proposal (RFP) resulting in the award of a single Firm-Fixed Price (FFP) Contract. The Request for Proposal is anticipated to be issued on or before June 8, 2017. The estimated value of this work is between $500,000.00 and $1,000,000.00. Proposals received in response to this solicitation shall be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 Best Value. NAICS CODE is 237110. The work for this project will consist of Replacing lagoon liner and an aeration pipe at the Canyon Village Wastewater Treatment Plant in Yellowstone National Park, located at approximately 44 °43'23"N, 110 °29'21"W. The work of this contract consists of replacing 110 linear feet of 6-inch, steel low-pressure air-supply piping running through a berm and into a wastewater aeration lagoon ( ¿Lagoon 1 ¿) and replacing up to 40 linear feet of polyethylene air piping within the lagoon; excavating and recompacting a 10-foot-wide by 12-foot-deep section (up to 256 cubic yards) of the Lagoon 1 berm around the pipe that has been damaged by past pipe breaks and wastewater leaks; removing up to 175,000 gallons of sludge from Lagoon 1; removing an approximately 34,200-square foot (sf) liner from Lagoon 1, regrading and recompacting the base underneath, and replacing the liner with 45-mil, polypropylene liner; and inspecting the concrete base of Lagoon 1 and patching as needed up to 146 sf. Bid option items include: replacing 290 additional feet of 6-inch, steel, low-pressure air-supply pipe (back to the blower building); removing up to 190,000 gallons of sludge from the Sludge Holding Pond; removing the 34,800 sf holding pond liner, regrading and recompacting the base underneath, and installing a new, 45-mil, polypropylene liner. Items Include: 1)Replace 110 Linear Feet of Aeration Pipe and Repair Lagoon Berm around Pipe 2)Remove up to 175,000 gallons of sludge from Lagoon 1 3)Remove Old Liner, Regrade Base, and Install New Liner for Lagoon 1 4)Inspect and Repair Concrete Pad (size) at the Base of Lagoon 1 Optional Items Include: 5)Replace Remainder of Aerator Pipe to Blower Building 6)Remove up to 190,000 Gallons of Sludge from Sludge Holding Pond (Unit Price): Remove up to 175,000 gallons of sludge from Lagoon 1 7)Remove Old Liner, Regrade Base, and Install new Liner from Sludge Holding Pond Approximate Period of Performance: Early September through December 2017
