Description
DEPARTMENT OF VETERANS AFFAIRS - NETWORK CONTRACTING OFFICE 21 (NCO 21)   Description: THIS IS A SOURCES SOUGHT NOTICE ONLY. The sole purpose of this notice is to obtain information on Small Businesses interest, capabilities and qualifications to determine if a VOSB or SDVOSB or SB set-aside is appropriate. Proposals are NOT being requested or accepted at this time. The Department of Veterans Affairs, Veterans Integrated Service Network 21 (VISN 21) has a requirement for Cardiovascular Perfusion Services for San Francisco VA Health Care System beginning October 1, 2017 through September 30, 2018.   The information obtained through this notice will be utilized exclusively as market research for acquisition planning purposes for the future solicitation of a Firm-Fixed Price (FFP) Contract for Medical Sharing Services. All work to be performed will be within Product Service Code Q999 - Other medical Services and North American Industry Classification System (NAICS) Code 621399 Other Miscellaneous Health Practitioners $7 M Size Standard. Services include but not limited to:  Cardiopulmonary Bypass Cardiopulmonary bypass (CPB) is a technique that temporarily takes over the function of the heart and lungs during surgery, maintaining the circulation of blood and the oxygen content of the patient's body. The CPB pump itself is often referred to as a heart lung machine or "the pump". Cardiopulmonary bypass pumps are operated by perfusionists. CPB mechanically circulates and oxygenates blood for the body while bypassing the heart and lungs. It uses a heart lung machine to maintain perfusion to other body organs and tissues while the surgeon works in a bloodless, motionless surgical field. Off-Pump Procedures- Standby Cardiopulmonary Bypass Off-pump coronary artery bypass or "beating heart" surgery is a form of coronary artery bypass graft (CABG) surgery performed without cardiopulmonary bypass (heart-lung machine) as a treatment for coronary heart disease. A perfusionist and heart lung machine are in the room and available the entire procedure. Both CPB and OpCAB should include: Blood cardioplegia delivery Cell saver Autotransfusion for cardiac cases Assisted Venous Return (VAVD/KAVD) Hemoconcentration/filtration Anticoagulation management/ ACT/ HMS Blood gas / Electrolyte / Hematocrit analysis 24 hour on call / call back Management of the Coronary stabilizing devices Management of CO2 Blower/Mister apparatus Standby/Waive-off Any procedure where a perfusionist services were called for but the procedure was cancelled after perfusionist arrival and/or delayed by two hours or more from the requested start time by hospital staffing. Cell Saver Autotransfusion Autotransfusion is a process wherein a person receives their own blood for a transfusion, instead of banked allogenic (separate-donor) blood. Cell Saver is an intraoperative blood salvage device utilized in surgeries where there is expected a large volume blood loss - e.g. aneurysm, total joint replacement, and spinal surgeries. Intra-Aortic Balloon Pump Ventricular Assist Devices (VAD) (Hours) The Intra-aortic balloon pump (IABP) is a mechanical device that increases myocardial oxygen perfusion while at the same time increasing cardiac output. Increasing cardiac output increases coronary blood flow and therefore myocardial oxygen delivery. Cardiac Assist Devices: Medtrinoc Biomedicus Ventricular Assist Devices (VAD) A ventricular assist device (VAD) is an electromechanical device for assisting cardiac circulation, which is used either to partially or to completely replace the function of a failing heart. The function of VADs is different from that of artificial cardiac pacemakers; some are for short-term use, typically for patients recovering from myocardial infarction (heart attack) and for patients recovering from cardiac surgery; some are for long-term use (months to years to perpetuity), typically for patients suffering from advanced congestive heart failure. Extra-corporeal Membrane Oxygenation (ECMO) Extracorporeal membrane oxygenation (ECMO) is a form of CPB sometimes used as life-support for newborns with serious birth defects, or to oxygenate and maintain recipients for organ transplantation until new organs can be found. It is also used for patients that fail to wean from a traditional CPB machine after surgery. Devices used at the VA: -Abiomed Impella 2.5, CP, RP, and 5.0 -Abiomed ventricles In order to be eligible to respond as an SDVOSB or VOSB, a firm must be Center for Veterans Enterprise (CVE) registered in VetBiz. Registration may be accomplished at http://www.vip.vetbiz.gov.   An active registration in System for Awardee Management (SAM) is also required. Registration is available at www.sam.gov.   Responses to this sources sought notice MUST contain the following information: (1) Company name and address, point of contact with phone number, and DUNS number; (2) Documentation that clearly demonstrates the firm s capability of performing laboratory services with specific relevance to the description of the requirement indicated above (including references with current point of contact and phone number); (3) Proof of registration in the VA Vet Biz website and verification by VA Center for Veterans Enterprise (CVE); Responses to this notice must be made via e-mail to Tanjia.Harris3@va.gov. Responses may be submitted as attachments, or contained in the body of the e-mail, and must be clearly marked SOURCES SOUGHT RESPONSE Cardiovascular Perfusion Services" in the subject line and document header.   The deadline to respond is May 30, 2017, at 17:00 pm (PST).   As a reminder this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent, nor will the Government be required to pay for any costs incurred for responses submitted.
