- The Federal Highway Administration intends to solicit an Indefinite Delivery Indefinite Quantity (IDIQ) for the below services: Solicitation Number: DTFH6117R00029 Title: Non-Personal Infrastructure Materials Laboratories Synopsis: The Federal Highway Administration (FHWA) Office of Infrastructure R&D conducts and oversees research and development programs and projects that address critical highway infrastructure needs and priorities of national importance. Studies focus on the design, materials, construction, operation, and preservation of highway pavements, bridges, culverts, tunnels, and other structures. In addition, the Office of Infrastructure R&D provides expert technical assistance to other FHWA offices, other Federal agencies, State and local transportation organizations, industry and academia. Through an integrated and interdisciplinary research approach, the Office of Infrastructure R&D provides state-of-the-art knowledge and tools with the goal of improving the safety, performance, and cost effectiveness of the Nation's highway infrastructure, while minimizing the impacts that highway construction, operations, maintenance, and rehabilitation may have on the environment. The contributions of stakeholders from across the highway infrastructure spectrum in the development and execution of multiple year R&D plans and roadmaps are key to the success of the office. The objective of this requirement is to provide non-personal laboratory and technical services to support the Infrastructure Materials Laboratories (IML)/Infrastructure Materials Research Program, at the Turner-Fairbank Highway Research Center (TFHRC). The contractor shall provide the overall management and operation of the requirement. The contractor shall provide the following, but not limited to: • Overall management and operation of the requirement listed below • Daily operation and maintenance of laboratory test equipment • Specimen preparation and logging • Materials testing and evaluation • Data acquisition • Data scrutiny • Data analysis • Documentation including reporting of findings, analysis, and recommendations. The contractor shall also provide the required personnel for the following, but not limited to functions: Infrastructure Materials Laboratories (IML) at TFHRC: • Asphalt Binder and Bituminous Mixtures Laboratories (ABML) • Pavement Test Facility (PTF) • Chemistry Laboratories (ChemLab) • Coatings & Corrosion Laboratory (CCL) • Aggregate and Petrographic Laboratory • Concrete Laboratories (ConcLab) The primary North American Industry Classification System (NAICS) Code is 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) with a standard size of 1,000 employees. This procurement is to be issued as a Service Disabled Veteran Owned Small Business set aside procurement. The period of performance is anticipated to be 60 months. The procurement will be competitively awarded using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. Evaluation factors for award will consist of Technical Capabilities, Past Performance, and Cost/Price. The best value to the Government based on these factors will determine award. The solicitation will be available on or about June 09, 2017. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. FedBizOpps is designed to safeguard sensitive but unclassified acquisition information and is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM) (www.sam.gov).
