- This is a Notice of Intent, not a request for quote. IAW authority of Federal Acquisition Regulation (FAR) 13.5 and 10 U.S.C. 2304(c)(1) the U.S. Department of the Air Force, Space and Missile Systems Center (SMC), Space Logistics Directorate contracting branch (SMC/PKL) located at Peterson AFB, CO intends to negotiate a sole source Firm-Fixed Price contract for seven MILSTAR thermoplastic radomes model # 9DSM9. The contract will be awarded to Antennas for Communications (AFC) (2499 SW 60th Ave, Ocala Fl) for. This model is currently deployed, has been technically tested and qualified to meet the existing MILSTAR Radome specifications (documented in the "Engineering Specifications for MILSTAR FRP and Thermoplastic Radomes"), and fits onto existing MILSTAR radome mounting rings with no modifications required. AFC is the manufacturer and the only authorized seller of radome model # 9DMS9 which validates the use of 10 U.S.C. 2304(c)(1) "Supplies (or services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements." Also the purchase of any other radome would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and extensive qualification testing to utilize any alternative radome. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A projected Request for Quote (RFQ) release date for this effort is estimated to be no sooner than 15 calendar days after this Notice of Contract Action and will be directed solely to the prospective source identified above. The anticipated contract type is Firm-Fixed-Price (FFP) CLIN. IAW FAR 6.305(a) the J&A will be made publicly available within 14 days after contract award. The notice expires 15 days after publication.
