Description
This procurement action will result in establishing a Firm Fixed Price Indefinite Delivery Contract (IDC) Single Award Task Order Contract (SATOC) with one contractor for construction services, with a base period not to exceed thirty-six (36) months with an overall value of $25,000,000. Construction requirements will be provided on a task order basis and shall be Firm- Fixed Price. This procurement will be a 100% set-aside exclusively for 8(a) Small Business (SB). Headquarters, U.S. Army Corps of Engineers, Los Angeles District (SPL), and plans to solicit offers for a SATOC for Design-Bid-Build (DBB) construction services as part of the SPL's Interagency Agreement (IA) with the National Reconnaissance Office (NRO), Office of Space Launch (OSL) which assigns responsibility to the Los Angeles District as the National Program Manager. Contract services will be performed at Vandenberg AFB, Santa Barbara County, California. Bids are solicited from 8(a) small business concerns only. Bids received from concerns that are not 8(a) small business concerns shall be considered nonresponsive and will be rejected. The requirements within this acquisition will include, but is not limited to, construction activities such as new construction, sustainment, renovation and modernization (SRM) of existing facilities on the NRO campus, repairs, preventive maintenance, environmental abatement, erosion control, earthwork and operations construction activities. The contract is not only intended to execute new construction, design-bid-build, but to provide a timely response to remediation of facilities, e.g., maintenance, repair, asbestos and lead-based paint abatement, and minor construction situations relating to, but not limited to, civil, mechanical, plumbing, structural, electrical, heating, ventilation and air conditioning (HVAC), instrumentation, antiterrorism and force protection. A SRM seed project will be used to establish the SATOC contractor. The seed project will be a fully designed requirement to provide all labor, materials and equipment to remove, replace and add heating, ventilation and air conditioning (HVAC) equipment in Building 3000, at Vandenberg AFB, in accordance with the RFP, DOD, Air Force, and base design standards. Work shall include, but not be limited to: demolition, HVAC, electrical, piping, direct digital control (DDC), patching and painting. The Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation. The solicitation will include a detailed list of Evaluation Factors and will provide instructions for Proposal Requirements and the Basis for Award. The solicitation will be available on or about 7 June 2017. Plans and specifications will not be provided in hard paper copy. The solicitation and all amendments for this Request for Proposals will be posted on www.fbo.gov All offerors are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. It is the responsibility of the contractor to check www.fbo.gov frequently for any amendments or changes to the solicitation.
