Pecos Road, Building 6 North Las Vegas, NV 89086 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, dated 01-19-2017. The associated North American Industrial Classification System (NAICS) code for this procurement is 519130, with a small business size standard of 1000 Employees. The Department of Veteran Affairs Pacific Islands Health Care Services (VAHCS) Honolulu is seeking to purchase online Health Information subscription services within the state of Hawaii to include initial start-up and training. All interested companies shall provide quotations for the following: Supplies Line Item Description Quantity Unit Price Total Price 0001 Non-recurring one time first year for implementation and initial training of 27 Health Care Providers (HCP) to include staff in accordance with the Statement of Work (SOW) referenced herein. 27 EA 0002 Initial Customized training in accordance with the SOW. 1.5 HRs 0003 Annual online subscription services for 27 HCP in accordance with the SOW. 1 GP Services Statement of Work (SOW) Health Information Exchange Services Contract 1.0 Organization to be supported: Veterans Affairs Pacific Islands Health Care System (VAPIHCS) 459 Patterson Road Honolulu, HI 96819 Background VAPIHCS serves an estimated 50,000 veterans throughout Hawaii and the Pacific Islands. All veterans receive some form of their health care at non-VA facilities and non-VA providers. In order to effectively treat patients, it is important to be able to exchange health care information with non-VA parties quickly and securely so that care is based on up-to-date records. Scope: The scope of this contract is to provide timely, accurate, and secure access to health information available through the Hawaii Health Information Exchange. Participants will be granted access to the Community Health Record (CHR) to query patient data. Direct-secure messaging services will be available in order to refer patients to community providers and receive results. HHIE will also provide necessary implementation and initial training to identified users. HHIE will also provide follow up and refresher training. HHIE will also make available necessary reports to monitor usage. Services The Contractor shall ensure online access to medical records contained in the HHIE community health record for a period of one year to begin as of the effective date of this contract. This includes but is not limited to progress notes, discharge summaries, consult notes, laboratory results, pathology results, radiology reports, radiology images, medications, and allergies. The Contractor shall provide users with the ability to refer patients electronically to participating providers through direct secure messaging as well as ability to receive consult results electronically. HHIE will provide personalized training. Follow-up assistance and refresher trainings through webinars online and shall be available at no additional charge. Additional customized training and consulting after the initial training and follow-up assistance are available at an additional charge. This requirement shall include for one and half (1.5) hours of customized training only. Any additional customized training needed will be submitted as a separate requirement, and not within the scope of this contract. Full-service Help Desk support will be available during business hours. Verification of eligibility to participate in federal programs (e.g., Medicare/Medicaid) and state professional/vocational licensure (twice annually for all staff, and your organization) 5.0 Contractor Furnished Items and Services: The Contractor is responsible for: Providing signed Business Associate Agreements for all personnel prior to beginning the work on this task order. Satisfying all IT security requirements for VA The period of performance is 1 June 2017 to 31 May 2018. Sources must have the capability to securely exchange veteran healthcare information from the various health care service providers providing health care services to the veterans and shall be sanctioned by the state of Hawaii. The Hawaii Health Information Exchange is sanctioned by the state of Hawaii. Concerns having the capability to provide these services, and who are sanctioned by the state of Hawaii, are invited to submit offers in accordance with the requirements stipulated in this solicitation.
