- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER AND NOT A REQUEST FOR PROPOSALS. The National Park Service, Northeast Region, New England Major Acquisition Buying Office, intends to solicit a quote and enter into a purchase order with Clivus New England, Inc., P.O. Box 127 North Andover, MA 01845 under the authority of FAR 13.106-1(b). Intent of the NPS is to establish a purchase order using firm fixed prices for Composting Waste Treatment Services for three (3) M-18, seven (7) foam flush toilets, and two (2) urinals located at Minute Man NHP, North Bridge Visitor Center, 174 Liberty Street, Concord, MA 01742. The location of the North Bridge Visitor Center is in close proximity to wetlands which precluded the use of the usual septic system with a tank and leaching field. In addition, the town of Concord ¿s installed sewage system is at maximum capacity and not capable of handling the additional waste which would be generated by the visitor center. The Clivus composting waste system which was installed approximately 10 years ago eliminates both of these problems. The system utilizes toilets with a foaming soap like substance that carries the waste into storage tanks in the basement. The tanks need to be serviced and emptied periodically throughout the year. In addition, the toilets, ventilation fans, pumps, and liquid dispensing units require periodic maintenance and upkeep. This service contract will take care of these maintenance requirements. This notice of intent is NOT a request for proposals or quotations and no contract award will be made on this basis of proposals, or quotations received in response to this notice; however, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement or quotation within fifteen (15) calendar days after date of publication of this synopsis which will be considered by the agency. Any firm that believes they have capabilities to provide this service may give written notification to the Contracting Officer at todd_scola@nps.gov. All comments received before 3:00 pm ET June 7, 2017 will be considered. All information submitted should support the offeror ¿s capability to provide the service required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror ¿s bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award. The primary North American Industry Classification System (NAICS) code is 221320 Sewage Treatment Facilities, Small Business Size Standard of $20.5 million. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
