- Description
- On or about June 7, 2017, the U.S. Department of Labor, Employment and Training Administration/Office of Contracts Management anticipates issuing a Request for Proposal (RFP) for Outreach and Admissions for the states of Virginia and West Virginia, with Career Transition Services for the state of Virginia (only). This requirement will be solicited as Unrestricted, Full and Open Competition. The U. S. Department of Labor, Job Corps has a requirement for providing Outreach and Admissions and Career Transition Services. Career Transition Services may also include services for students returning/relocating to Virginia from other Job Corps centers in Region 2 as well as from other regions. The contractor shall provide Outreach and Admissions (OA) services in the states of Virginia and West Virginia and shall ensure the arrival of a minimum of 1,473 students (786 males and 687 females) into the Job Corps program annually for residential male and female students, and nonresidential male and female students. The contractor shall provide Post-Center Career Transition Services (CTS) annually for a minimum of 875 youth returning to Virginia. Job Corps is a National Training Program that provides comprehensive academic, residential, and career technical training and services to approximately 60,000 disadvantaged, at-risk youth each year at 125 Job Corps Centers nationwide. Job Corps provides comprehensive career development services to students including academic, career technical, career success and independent living skills, career readiness training, and support services. The unique combination of services provided in Job Corps is intended to prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces. The North American Industry Classification System (NAICS) code for this acquisition is 541611. The small business size standard is $15M. Competitive best value source selection procedures in accordance with FAR 15.101 will be used. Detailed evaluation criteria will be included in the RFP package. The resultant contract will be a firm, fixed-price (FFP) contract, and the period of performance will be a one-year base period plus four one-year option periods, for a total possible performance period of 60 months, or 5 years. The Government anticipates the award of a single contract to the responsible offeror whose proposal is fully responsive to the solicitation and determined to offer the best value to the Government. Award may be made to other than the lowest-priced offeror. PLEASE NOTE: The Government may award a contract on the basis of initial proposals received, without discussions or any opportunity to make a further submission. Therefore, each initial offer should contain the offeror's best terms from a cost and technical standpoint.
