Description
Synopsis FD2030-17-01897 1.Estimated issue date 7 June 2017 and estimated closing/response date 7 July 2017. 2.RFP #: SPRTA1-17-R-0388 3.PR#: FD2030-17-01897 4.Nomenclature/Noun: Control, Power Supply 5.NSN: 6130-01-416-4298FW 6.PN: 739557E 7.Application (Engine or Aircraft): B-2 8.AMC: 3P 9.History: No previous history. 10.Description: This item protects and controls the aircraft Alternating Current Electrical Power System (ACEPS) that furnishes critical power for all of the aircraft. 11.Dimensions: 7.62 inches (Height) X 5.0 (Width) X 12.5 inches (Length). Weight: 11.6 lbs. 12.Material: The BCU Power Supply Controller consists of a component plate assembly, eight printed wiring board assemblies, a wiring harness assembly, and two flexible printed wiring assemblies. The assemblies are mounted in the chassis assembly. 13.A firm fixed price contract is contemplated. The item, estimated quantities and required deliveries are as follows: Quantity: LINE ITEM 0001: a)Destination: SW3211 b)Delivery: 3 EA ON OR BEFORE 29 June 2018 c)Required Quantity: 3 each d)Quantity Range: Min-1, Max-5 14.Qualified Source: Hamilton Sundstrand (Cage: 73030) 15.Mandatory Language: Electronic procedures will be used for this solicitation. Only written or faxed requests received directly from the requestors are acceptable. Note: An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Ombudsman at (405) 734-8241. DO NOT CALL THIS NUMBER FOR SOLICITATION REQUESTS. 16.Authority: 10 U.S.C. 2304(c)(1), Justification: supplies (or Services) required are available from only one or a limited number of responsible sources(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. 17.All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. One or more of the items under this acquisition is subject to Free Trade Agreements. 18.Based upon market research, the Government is not using the policies contained in Far Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. 19.Qualification Requirements: Sources must be qualified prior to being considered for award. The solicitation will contain instructions for obtaining further information on this requirement. All responsible sources solicited may submit a proposal, which shall be considered. Award will be made only if the offeror, the product, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. Interested parties may contact DLA POC for this requirement for information concerning qualification requirements. 20.Export Control does not apply. 21.The solicitation will be available for download on the release date from www.fedbizops.gov.
