- NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER RFP CLOSING, WITH NO OBLIGATION TO THE OFFEROR BY THE GOVERNMENT. The 452 Operational Contracting Office at March Air Reserve Base intends to issue a request for Proposals (RFP) for a firm-fixed price design/build construction contract for the design and installation of a backup generator and server room chilled water air handler at building 602 (PDPG 16-0109) at March ARB CA. The statement of work (SOW) for this requirement requires two objectives for this project: 1) to provide whole building generator backup power for building 602 and 2) provide a chilled water air handler and humidity control for a critical server room within building 602. The contractor shall provide a design that meets the requirements set-forth in the SOW for each of the applicable functions. This project will be completed in two phases, the Design Phase and the Construction Phase. This acquisition is 100% total small business set-aside. The applicable North American Industry Classification System code is 238210 with a size standard of $15,000,000.00. The magnitude of construction is between $250,000 and $500,000. Contract period of performance is 253 calendar days. The Government intends to award a single Firm Fixed Price (FFP) contract. Evaluation of offers will be Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR 15.101-2. It is anticipated that the solicitation will be issued electronically on or about 07 June 2017, on the Federal Business Opportunities (FBO) website at https://www.fbo.gov, with a proposal due date tentatively scheduled for 07 July 2017 at 1400 PST. All amendments, questions and answers, etc. to the solicitation will be posted at FBO as well. No paper copies of the solicitation will be provided. After the solicitation is posted, interested parties are advised to review this site frequently for any updates/amendments. NOTE: In accordance with FAR 4.1102 and FAR 52.204-7, entitled "System for Award Management", Prospective contractors shall be registered in System for Award Management (SAM) database prior to award of a contract. Recommend registering immediately at https://www.sam.gov in order to be eligible for a timely award. A site visit is tentatively scheduled for 13 June 2017 and interested parties are instructed to refer to the solicitation for instructions on attending the site visit.
