- The U.S. Department of Agriculture, Agricultural Research Service, South East Area, has a requirement for providing and installing the greenhouse, including site work and utilities (concrete slab floors and utilities-natural gas, electrical power, sanitary sewer, water) as indicated in the contract documents at the Geneva, NY location. The work includes, but is not limited to, these principal features of work: This project is to install a new polyhouse that includes, each bay is twenty four feet wide minimum by sixty feet long minimum with a side wall clear height of ten feet minimum. Polycarbonate dividers shall be between each bay. Roof shall be double layer of greenhouse poly film, sides and gable ends to be clad with 8 mm thickness twin wall polycarbonate with an 8mm thickness twin wall divider at the front end of each bay. Sealed professional engineering drawings for greenhouse structure and foundation shall be provided. Five double sliding polycarbonate doors minimum four feet wide by seven feet high (see greenhouse plan view), evaporative cooling system for each bay with evaporative cooling motorized power vents shall be provided and installed. Horizontal airflow (HAF) fans and exhaust fans shall be included as well as vent tubes and vent tube fans and minimum 200,000 Btu/hour natural gas heater per bay and powered inlet shutters for winter ventilation shall be provided and installed. Motorized shade systems for each bay also provided as well as individual environmental controllers for each bay. Performance Period: The Contractor shall complete all work within 120 consecutive calendar days after issue of the Notice to Proceed (NTP). The type of solicitation will be Best Value, Low Price Technically Acceptable (LPTA) with no trade-offs. The NAICS Code for this procurement is 236220, Farm Building Construction. Small Business Size Standard is $36.5 million. It is anticipated that award will result in a single award, firm fixed-price contract. The project magnitude of this construction project is between $500,000 and $1,000,000. This solicitation will be a Request for Proposals (RFP) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-94. Solicitation No. AG-32SC-S-17-0026 is anticipated that the solicitation package will be at the Federal Business Opportunities (FedBizOpps) at www.fbo.gov on or about 8 June 2017. Paper copies will not be issued. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. The proposed offer due date and site visit will be identified within the solicitation. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. Per USDA requirements this project is a total set aside for small businesses.
