Description
MORTGAGE PERFORMANCE DATA FOR THE CONSUMER FINANCIAL PROTECTION AGENCY OFFICE OF RESEARCH, MARKETS, AND REGULATIONS, WASHINGTON, DC 1.0BACKGROUND The Consumer Financial Protection Bureau (CFPB or Bureau) actively conducts research in support of the Bureau's mission to protect consumers. To better assist in those efforts, the Research, Markets, and Regulations (RMR) Division seeks to obtain mortgage origination, performance, and modification data that can provide a more comprehensive picture of the mortgage market than what is currently available from public sources. 2.0Data Format Datasets will be made available in standard formats (e.g. csv, tab-delimited text, XML) that are natively compatible for loading into SAS Server, PostgreSQL, and MS SQL Server environments. Datasets will be made available to CFPB via common file transfer protocols (e.g., SFTP). 3.0Sample/Coverage The data shall contain loan-level mortgage data covering the following segments with the following minimum loan amounts in each segment: -Loans sold to Fannie Mae and Freddie Mac, 50 million loans -Loans held in lenders' portfolios, 2.5 million -Loans sold to private-label MBS trusts -FHA loans, 15 million -VA loans, 5 million -FSA/RHS loans, 400,000 The data shall contain information on loans of the following types: -Prime loans -Sub-prime loans -Alt-A loans -Conforming loans -Jumbo loans -First liens -Second liens -Home Equity Lines of Credit -Reverse mortgages 4.0Timeframe Minimum requirement: Monthly loan performance and modification data beginning January 1999, with associated loan origination data 5.0Data Fields - Minimum Requirements Origination data: -Origination date -Original term -Maturity date -Original balance -Loan purpose (e.g. purchase, refinance, home improvement) -Market segment (see above) -Initial interest rate -DTI -Original LTV -Prepayment penalty -Loan rate type (e.g. fixed rate, ARM, balloon) and associated characteristics (e.g. negative amortization, ARM index, ARM conversion, interest-only ARM) oFor loans with a balloon payment, the date of the payment oFor loans with a rate or payment that is not fixed over the life of the loan, the date of the first change, the frequency of subsequent rate changes, any caps and floors on per-period changes and caps and floors on lifetime changes. -Loan type (e.g. conventional, VA, FHA) -GSE eligibility (e.g. conforming, non-conforming, jumbo conforming) -Lien position -Property type (e.g. single family, multi-family, condominium, co-operative, commercial, manufacturing housing etc.)Occupancy status -Number of units (e.g. 1 unit, 2-4 units, 5+units) -Property zip code -Prepayment penalty status and associated characteristics -Documentation type Performance data: -Current balance -Current interest rate -Payment amount due -Principal due -Interest due -Delinquency status -Delinquency history -Age of loan -Foreclosure start date -Foreclosure end date -Bankruptcy start date -Indicator for current investor Modification data: -Modification effective date -Modification period -Modified rate -Modified amount -Modified term extension -Modified maturity date -Capitalization amount modified -Principal forgiveness amount -Modified scheduled payment amount -Post-modification loan rate type (e.g. fixed, ARM, balloon) 6.0Additional Data - If Available -PMI -Associated piggy-back loans -Information that may correlate with loans to an investor rather than owner-occupant -Repayment plan information such as start month, completion month, amount subject to plan -Modification type (e.g. HAMP/proprietary) -Escrow account data such as balance of escrow account -Indicator for short sale -Indicator for deed in lieu of foreclosure 7.0Data Quality and Documentation Information detailing the methodology and any data dictionaries for the data shall be provided by the vendor concurrent with award. Fields or values that have been constructed, estimated, edited, inferred, or otherwise built or modified shall be identified in a data dictionary or similar document. Data shall be provided within 45 calendar days of each month's end. Data shall be de-identified such that the CFPB cannot identify borrower, lender, servicer, or investor. 8.0Analytical, Technical, and Administrative Support Requirements Support for users of the dataset shall be provided throughout the course of the contract. The contractor shall provide a single point of contact for technical and administrative questions (e.g. relating to the transfer of data). The contractor shall provide a single point of contact for analytical questions (e.g. relating to the representativeness of a segment of loans). This point of contact may be the same as the technical point of contact provided that that person is qualified to handle both types of issues. The contractor shall provide, at minimum, a response time of two business days or less. 9.0Terms of Use Non-exclusive, non-transferable, irrevocable license to use, reproduce, display, disclose and distribute the data and information provided under this Contract (collectively "Information") for the purposes, and in the manner, described below. A. The Information may be used for business and governmental purposes which include: (i) referencing or incorporating limited excerpts of Information, either in unmodified, aggregate or any other form, into any work that the Bureau and its staff creates. including but not limited to reports, analysis, summary findings, memoranda, research papers, speeches, testimony, visual representations, interactive tools (including financial monitors), publications, presentations, policy documents, and New Work (defined below in Section (B)), whether in print, electronic, digital or other form (collectively, "Work Product"). (ii) Sharing Work Product, including Information incorporated into Work Product, and any information necessary to explain such Work Product, with other government agencies who have a need to know; (iii) Reproducing and distributing Work Product to the public in print, electronic, digital or other form. The Bureau shall give Contractor or Contractor's third party supplier where appropriate, credit as the source of information contained in the Work Product. B. When this Contract expires or terminates, the Bureau and its staff can continue to: (i) Use and publish Work Product generated prior to the expiration or termination of this Contract; and, (ii) Use Information obtained during the term of this Contract to create and use new Work Product as provided herein ("New Work"). All New Work shall be governed by the terms and conditions of this Use of Information provision. C. Upon the expiration or termination of this Contract, the Bureau is not required to collect, recover, return, or destroy any Work Product, or to purge, scrub or otherwise redact any Information contained in any Work Product, or to purge, scrub or otherwise redact any information contained in any Work Product. Contractor further agrees that: (i) Work Product which contains, incorporates, or references limited excerpts of the information, shall not be considered derivative works or derivative products over which Contractor has ownership or control, and, (ii) Creation and use of Work Product is a non-commercial use that does not compete with Contractor's business activities or the business activities of Contractor's third-party suppliers. In the event of a conflict between the terms of this Use of Information Section and any other provisions contained in documents related to the Information or this Contract, (including click-through) and shrink-wrap agreements, attachments and exhibits), the terms of this Use of Information provision shall prevail. Contractor shall not be liable or responsible for the use and redistribution of Information by the Bureau as described herein, unless such use or redistribution is the subject of a copyright infringement or other intellectual property claim related to Contractor. 10.0RFI PURPOSE AND INSTRUCTIONS In order to proactively plan for future requirements, CFPB is conducting market research to locate qualified, experienced businesses to provide mortgage origination, performance, and modification data that can provide a more comprehensive picture of the mortgage market than what is currently available from public sources. The purpose of this announcement is to gain knowledge of potential qualified firms. Responses to this notice will be used by the Government in making appropriate acquisition decisions. Industry feedback is vitally important and the Government will be receptive to any and all ideas received from industry. Please submit your response in Microsoft Word or PDF format. All information submitted should consist of UNCLASSIFIED material only. Any company proprietary information must be marked as such. Information should not exceed five (5) one-sided 8 ½ x 11 pages, with one inch margins, and font no smaller than 12 point. Interested parties are encouraged to submit the following: PART 1 Section 1. Company name, address, telephone number, a point of contact with e-mail address, and Data Universal Numbering System (DUNS) number. Indicate small business size status, if applicable, including status as a small disadvantaged business, 8(a) business, woman-owned small business, HUBZone small business, veteran-owned small business, and/or service disabled veteran-owned small business. Section 2. A summary of similar work performed with other government agencies in the past five (5) years, including any on-going contracts. Include Contracting Activities/Agencies, contract numbers, contract value, contract period of performance, whether your company served as a prime contractor or subcontractor, and a point of contact at the Contracting Activity who can verify the information you provided. PART 2 Provide any comments and suggestions related to the CFPB's general requirements. All responses shall be submitted via email to catherine.palmer@cfpb.gov. Responses must be received no later than 12:00 PM Eastern Time on 26 May 2017. Disclaimer This RFI is not a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this synopsis. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. FAR clause 52.215-3, "Request for Information or Solicitation for Planning Purposes", is incorporated by reference in this RFI. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked "Proprietary" will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
