- Solicitation Radar Absorption Panels Pricing Sheet (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) Solicitation W912R1-17-A-0005 is issued as a Request for Quote (RFQ). 1. The District of Columbia Air National Guard, 113th Wing has a requirement for the repair of radar absorption panels. Radar Absorption Panels installed on the F-16 Radar system are intended to provide protection for the radar system's microelectronics and to improve the target detection sensitivity (capability) of the radar system. The radar absorption panels are of differing sizes and shapes strategically placed around the front of the radar processor package. Over time, the foam absorption material dries out losing its elasticity which results in cracks forming in the material and/or pieces of the foam becoming dislodged from the panels. In either case, the net result is degradation in the radar system protection characteristics which the absorption panels are intended to provide. The 113th Wing is seeking eligible contractor(s) who shall be responsible for providing all personnel, equipment, tools, materials, supervision, and quality control necessary, to perform services required to repair and return F-16 Radar Absorption Panels to a serviceable condition, as defined in this SOW. The national stock numbers, nomenclature, and part numbers are as follows: 2. Repairs will be completed in accordance with T.O. 1F-16C 3-3 51-21-01, Structural Repair and T.O. 00-25-234 - General Shop Practice Requirements for the Repair, Maintenance, and Test of Electrical Equipment; Applicable drawings 16B1741, Cover, Bulkhead Upper Assy, 16B1742, Cover Bulkhead Lower Assy, 16B1743, Cover, Electrical Harness Assy, 16B1744, Cover, Antenna Base, Upper Assy, 16B1745, Cover Antenna Base, Upper Assy, 16B1746, Cover Antenna Base, Lower Assy, 16B1727, Cover, Radome, 16B1728, Cover, Radome 3. Upon receipt of the unserviceable/damaged radar absorption panels, the contractor shall take those actions necessary to ascertain the condition of each panel and to remove the defective foam from each panel. 4. Repair of each panel shall be accomplished by replacing the absorption foam with a material compliant with the requirements of the applicable drawing and by using the adhesives specified within the drawing. Note: The contour of the replacement absorption material shall be carefully controlled to ensure the panel will not be an obstruction to the radar antenna when reinstalled on the aircraft. 5. The contractor shall then prepare and paint each panel with the paint specified within the drawing. 6. The part number for each panel shall be re-marked on each panel as specified within the drawing package. 7. Evaluation Criteria: Award of this BPA shall be made to the Lowest Priced Technically Acceptable (LPTA) offeror. The Government requests a cost breakdown in the format shown in the enclosed cost proposal template, and the following contract line item (CLIN) format. a. AFREP Components (CLIN 0001): Include NSN, part number and price for each part. The prices offered shall be commercial prices with the maximum allowable discount offered. The Contractor may provide a price list via web access or electronically. Any changes in prices shall be provided in writing or by email to the Contracting Officer prior to any order being accepted by the Contractor. Note: All vendors who are qualified to complete this type of work must be approved through the F-16 System Program Office located at Andrews Air Force Base, Maryland. 8. All information relating to this solicitation, including, changes/amendments, questions and answers, will be posted on the following website: http://www.FBO.gov. Formal communications such as request for clarifications and/or information concerning this solicitation must be submitted via e-mail to the address below. All answers (on a non-attribution basis) will be posted on the fedbizopps.gov web site. They will be contained in the in a document titled "Questions and Answers". Offerors are requested to submit questions to the email address noted below not later than, 4:00 PM EST, 25 May 2017. Terms of the solicitation and specification remain unchanged unless the solicitation is amended in writing by the Contracting Officer. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation shall apply. Award can only be made to contractors registered in SAMs (https://www.sam.gov/). All quotes are due by 2:00 PM EST, 30 May 2017.
