- Request for Information and Sources Sought Microwave Extension in Del Rio, TX For CBP's Wireless Systems Program Division (WSPD) Background and Purpose: This public posting is for informational, planning, and market research purposes only and constitutes a Request for Information (RFI) and a Sources Sought Request (SSR) only. This announcement does not constitute a commitment, implied or otherwise that a solicitation or procurement will be issued. This is not a solicitation, Request for Proposal (RFP), or Invitation for Bids (IFB). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. All information received resulting from this RFI will be used by CBP for acquisition planning and market research purposes only. However, your response may be releasable to the public under the Freedom of information Act (FOIA), 5 U.S.C. 552, and the DHS FOIA regulation, 6 C.F.R. Chapter 1 and Part 5. If you wish CBP to consider any portion of your response as "confidential commercial information", you should clearly mark the portion as "confidential commercial information". The procedures for identifying "confidential commercial information" are set forth in the DHS FFOIA regulation cited above and are available on the DHS website: http://www.dhs.gov/xfoia/editorial0579.shtm. Customs and Border Protection (CB), at its discretion, may request respondents to this RFI to meet with CBP program and contracting officials and to elaborate on information in their written response. Respondents to this RFI will not be notified of any results derived from a review of the information provided. All information contained in this RFI is preliminary and is subject to revision and is not binding on the Government. The purpose of this public posting is to give contractors the opportunity to provide information on the United States Customs and Border Protection's (CBP) emerging need for microwave extension services of LMR T1 MPLS circuits. It is expected this emerging need may be met under the Department of Homeland Security (DHS) Tactical Communications (TacCom) Test Equipment IDIQ, specifically, those under IDIQ Technical Category Three (TC3), Infrastructure Services. Draft Requirement Overview: CBP is seeking TC3 contractors who have the skills and capabilities to complete design, structural analysis, procurement, installation, and maintenance for 4 secure, encrypted microwave links (8 microwave dishes) in Del Rio, TX. Microwave Extension Services are required to extend LMR T1 MPLS circuit data at each location to the terrestrial circuit location. Government will procure site leases at each location for the equipment. Vendor shall perform structural analysis at each location and provide the extension strategy to the Government. Frequency may be considered Government Furnished Equipment and will be in the licensed federal law enforcement band. Vendor shall provide link reliability of 99.999% for each link. Contractors are requested to provide a Capability Statement that demonstrates and describes the contractor's work experience, capability, and expertise necessary to satisfy all requirements. B. Contractors are requested to provide information on the tasks below: 1) Description and Rough Order of Magnitude (ROM) for microwave extension of LMR MPLS circuits as a service. The Contractor would own and be responsible for the installation and maintenance of the equipment. The Contractor would provide the extension of LMR MPLS circuits as a service to the Government for the locations cited above. Anticipated period of performance is three years. 2) Description and ROM for procurement and installation of microwave equipment to extend existing LMR T1 MPLS circuits. Equipment would become Government-owned after contractor installation. Anticipated as a one-time purchase. 3) Description and ROM of available services to maintain Government-owned, contractor-installed equipment. Description should include available response times and estimated time to repair for any link. Anticipated service is for three years. Contractors should support/substantiate the experiences and claims in their Capability Statement by providing contract information (contract numbers, dollar values, and POPs) for relevant agreements completed within the past 5 years. Capability Statements must be no more than 15 pages in length. Interested parties are encouraged to respond to this notice if they have the capability and capacity to provide the identified services. Questions to this RFI are due by 12:00 Noon EDT, Tuesday, May 30, 2017 and should be forwarded via email to monica.y.watts@cbp.dhs.gov. Please be advised, no telephone calls will be accepted! Responses to questions are anticipated to be provided back to those interested parties by close of business, Thursday, June 1, 2017. The due date and time for responses is 3:00pm EDT, Tuesday June 6, 2017. The RFIs shall be submitted via email to: monica.y.watts@cbp.dhs.gov with the subject line "Microwave Extension Services Capability Statement" no later than 1:00pm Eastern Daylight Time (EDT) Tuesday, June 6, 2017 to be considered. All responses must adhere to the page limits stated above. The submission shall be logically assembled. Each response section shall be clearly identified and shall begin at the top of a page. All pages of each response section shall be appropriately numbered and identified by the complete company name, date, and referenced number listed on the Notice in the header and/or footer. Page size shall be no greater than 8 ½ x 11. The top, bottom, left and right margins shall be a minimum of one inch each. Font size shall be no smaller than 12-point. Arial or New Times Roman fonts are required. Characters shall be set at no less than normal spacing and 100% scale. Tables and illustrations may use a reduced font size not less than 8-point and may be landscape. Line spacing shall be set at no less than single space. Each paragraph shall be separated by at least one blank line. Page numbers, company logos, and headers and footers may be within the page margins ONLY, and are not bound by the 12-point font requirement. Footnotes to text shall not be used. Pages in violation of these instructions, either by exceeding the margin, font or spacing restrictions or by exceeding the total page limit, will not be reviewed. Pages in excess of the maximum will be removed from the end of the response by the Contracting Officer without being reviewed. The page count will be determined by counting the pages in the order they come up in the print layout view.
