Description
MODIFICATION: TO EXTEND RESPONSE DATE UNTIL 05/26/2017. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-087 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to contract on a sole source basis with Globetech International Ltd to procure Water Filter Cartridges. The NICHD is seeking weekly delivery of 20 micron, parmax filter element w/silicone O-rings (22 filters each delivery). These 20 micron filter cartridges will be used to maintain water quality in the 6 Shared Zebrafish Facility. This facility has required an upgrade to the filtration system in order to cope with the underperformance with filters that were originally installed. These cartridges are required consumables for the filter housings. They are used on all four systems in the 6SZF with each system using four filters at the same time. It is not possible to tell that a filter has failed until it is ready to be replaced and we can see where unfiltered water passed through the filter. This is a major problem because embryos could make their way through the system without being caught by the filters and end up in other tanks with different lines of fish. If this were to happen, we cannot guarantee the genotypes of the fish will be correct. We have done extensive research and are confident that Globetech lnternational's Parker filters will work best for our system. Failure to place the Water Filter Cartridges would cause poor water quality and water pressure. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the product specified in this synopsis should submit a copy of their quotation to the below address or via email to verne.griffin@nih.gov. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due on May 26, 2017 before 11:00am EST. via email or postal mail. The quotation must reference "Solicitation number" NICHD-17-087.
