- This PRESOLICITATION NOTICE does not constitute a solicitation; it is advance notification that a solicitation for offers is forthcoming. All contract specification documents, along with the method in which proposals are to be submitted and the criteria used to evaluate offers, will be included in the forthcoming solicitation. The full solicitation will be posted as a Request for Proposals (RFP) at www.FBO.gov on or about June 6, 2017. PROJECT DESCRIPTION: RFP #P17PS00545 is to construct a 120,000-gallon below-grade concrete potable water storage tank and 1200-LF of 8" water main to attach water supply to existing buildings in a historic landscape. The Contractor shall provide all supervision, project management, labor, equipment, supplies, materials, bonds, insurance, etc. to complete the project and perform all work in accordance with the Statement of Work and drawings, wage determination, and other attachments to be provided in the RFP. The contractor will have 210 calendar days to complete the project after the Notice to Proceed is issued. Note, however, that on-site work will be permitted only between October 1, 2017 and June 1, 2018, even though the Notice to Proceed may be issued in September, 2017. PROJECT LOCATION: The project is at the Stovepipe Wells area of Death Valley National Park, California, approximately 150 miles northwest of Las Vegas, Nevada. Stovepipe Wells Village includes a full-service hotel with swimming pool; general store with sundries and food, gas station, restaurant, gift shop, and a ranger station. The settlement is registered as a California Historical Landmark and experiences desert heat and severe climatic conditions. Maps and information are at www.nps.gov/DEVA. SITE VISIT: A group site visit will be held in June, 2017; details will be in Section L of the Request for Proposals. Attendance at the site visit is strongly encouraged (not mandatory). Requests for individual site visits will not be honored. DETAILS: This is a best value negotiated procurement set-aside for small business concerns in accordance with FAR Part 19.5. The NAICS code for this project is 237110, Water and Sewer Line and Related Structures Contractors, and the small business size standard is $36.5 million, average annual gross receipts for the past three years. All work will be performed under a single firm-fixed-price construction contract subject to the Wage Rate Requirements (Construction), formerly known as the Davis-Bacon Act. The RFP and future amendments will be posted at www.FBO.gov. Prospective offerors will be required to visit this website periodically to check for amendments and other changes to the contract documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation. All eligible responsible sources may submit a proposal which shall be considered by the National Park Service, however offerors who have not established and/or maintained an active registration at www.SAM.gov prior to the offer due date and time will be considered either ineligible or non-responsive and will not be considered for award. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
