- The U.S. Army Contracting Command-New Jersey Warfighter Support Group, on behalf of the 99th Regional Support Command, has awarded a new Firm-Fixed Price contract, Contract Number W15QKN-17-C-1024, for Grounds Maintenance services directly to Reliable Building Services, Inc., an eligible 8(a) firm, in accordance with Federal Acquisition Regulation Subpart 19.8, under the 8(a) Business Development (BD) Program. Grounds Maintenance Services, inclusive of mowing, trimming and edging are required at the Ernie Pyle United States Army Reserve Center (USARC)/Army Medical Surveillance Activity (AMSA) #12G, Building 200 Duane Road, Fort Totten, New York 11359. In accordance with FAR 19.203(c), For acquisitions of supplies or services that have an anticipated dollar value exceeding the simplified acquisition threshold definition at 2.101, the contracting officer shall first consider an acquisition for the small business socioeconomic contracting programs (i.e., 8(a), HUBZone, SDVOSB, or WOSB programs) before considering a small business set-aside (see 19.502-2(b)). However, if a requirement has been accepted by the SBA under the 8(a) Program, it must remain in the 8(a) Program unless SBA agrees to its release in accordance with 13 CFR parts 124, 125 and 126. The previous contract, Contract Number W911SA-12-C-0047 was awarded on 27 September 2012, as an 8(a) direct award to Call Associates, Inc., a certified and eligible 8(a) Small Business firm, in accordance Federal Regulation Subpart 19.8, under the 8(a) BD Program.
