- Description
- This is NOT a Request for Proposal (RFP). This is a notice of the Government's intent to issue a sole source award contract to L-3 Platform Integration Division (PID) for the one time procurement of, and immediate delivery and installation at a US Government facility in the continental United States, of a C-27J (JCA variant) Operational Flight Trainer (OFT), spares, training devices and documentation for the United States Coast Guard (USCG) Medium Range Surveillance (MRS), C-27J Acquisition Program. The USCG announces its intent to enter into a contract award on a sole-source basis with L-3 Platform Integration Division (PID) under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The specific requirements that makes the Operational Flight Trainer (OFT), a Civil Aviation Safety Regulation (CASR) Manual of Standards (MOS) Part 60 Level D compliant full motion flight simulator for USCG pilot training and L-3 Platform Integration Division (PID) the only contractor capable of satisfying these requirements is immediate delivery and installation at a US Government facility in the continental United States, and C-27J (JCA variant) configuration of the OFT, for urgent USCG C-27J Pilot proficiency training. Respondents are advised that the USCG will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. This notice of intent is NOT a request for proposals or quotations. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
