- Additional Offerer Question Government responses: with consideration for the evalutaion criteria for Task 3 (PWS section 6.3): Q1. Can you clarify what is meant by "changing staffing requirements"? A1. This task deals with the requirement evolution throughout the governance process. How do you receive approval of the requirement, baseline, and how to manage changes and documentation of the requirement from start to finish. "Changing staffing requirements" refers to how the requirement (or requirements document) should be staffed depending on what lifecycle phase it is in. Q2. Does this mean stakeholder turnover, that different contractor staff would be required for this task, or something else? A2. Staffing is a verb in this context, not personnel. At each phase of requirements (i.e. writing, concurrence, approval, etc) demonstrate how it should be staffed. We're looking for the contractor's ability to track, control, document, modify, and interpret requirements, and the process to perform that work within a program office and with stakeholders.
