Responses : Responses to this RFI amendment are due by 3pm ET on Tuesday June 6, 2017. RFI Guidelines: Please note that this (RFI) is for informational and planning purposes only, and does not constitute a Request for Proposal (RFP). Responses to this RFI will not be accepted by the Government to form a binding contract. The Government will not pay for the information solicited nor recognize any costs associated with the submission of the RFI. The purpose of this RFI is to provide an opportunity for industry to enhance the success of any future procurement to meet this requirement. Any information obtained as a result of this RFI is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. A determination by the Government not to issue a solicitation based upon responses to this notice is solely within the discretion of the Government. Introduction and Purpose of the amended RFI : Introduction : On May 8, 2017 The SEC hosted an Industry Day to provide industry partners with an interactive overview of the SEC's current ecosystem for electronic discovery services. From May 8th to May 9th 2017 the SEC conducted one-on-one discussions with industry members, to provide the SEC with a forum to ask questions to gain a better, more in-depth, understanding of industry member's eDiscovery solution and approach. Subsequent to these market research milestones, and an analysis of the market research data collected, the SEC has recognized the following: • The SEC recognizes that no singular solution will be able to address all the current technology and resource needs as well as responding to future needs. • The eD3.0 review platform is the largest but not sole component of the program. As such, any solutions offered should consider technology (current and future), workflows, and resource allocation. • The SEC is seeking a system integrator who will be able to architect, configure, enhance, and support the eD3 solution. • The SEC is seeking a solution that addresses current technology, workflow, resource allocation needs but have an agile development and strategic plan to address future state. • The eD3.0 program is driven by objectives and not steadfast requirements. Building to requirements is only a part of the eD3.0 program; the solution provided must be flexible and agile in its development. • The SEC's electronic discovery program includes several manual processes. The SEC seeks to improve efficiency and accuracy by automating these manual processes over time. For example, the SEC has an independent quality assurance contractor check the work of other contractors throughout the process. Some of the quality assurance checks could be automated with the right set of tools and business rules. • The cloud aspect of the eD3.0 program will be a pilot initiative at first. As such, the focus of any solution provided should be to address on-premise technology, workflow and resource allocation and the cloud component seen as a corollary to that development. • Although the SEC permanent cloud deployment (not pilot) strategy is not fully developed, being FED RAMP certified will be a necessary requirement at that time. • The SEC recognizes that the various offices within the eD3.0 environment have different workflows and focuses in their use of technology. As such, any solution offered should be flexible in its approach and technology deployment. Purpose : To continue the SEC's effort to better understand current and future eDiscovery solutions and approaches available in the commercial marketplace, the SEC is hereby requesting RFI responses from industry members who provide System Integration for eDiscovery programs. The SEC is seeking RFI responses from "System Integrators" that reflect how an entity of this type would manage the SEC's complete "eDiscovery Eco-System", front-to-end. To support this intent, the SEC has provided additional diagrams that show the SEC Enforcement Division's contractor support work flow, contractor support, and contracts, that make up the SEC's eDiscovery environment that a System Integrator would manage. The SEC has also provided the statements of work for the different contracts that support the SEC's eDiscovery environment. See Attachments below. Please address these questions in your RFI response: 1) As a system Integrator, how would your organization integrate and manage the SEC's eDiscovery program, end-to-end? a. How would your organization architect, configure, enhance, and support the SEC's eDiscovery program? b. How would your organization address the SEC's current technology, workflow, and resource allocation needs, while implementing agile development, based on a strategic plan, to address the SEC's future eDiscovery Program state? 2) As a system Integrator, how would your organization increase efficiencies while driving down enterprise costs across the SEC's eDiscovery program? 3) As a System Integrator, provide your organization's system integration experience: a. Where has your organization performed system integrations of similar size and scope, based on the attachments provided in this amendment, as well as the information provided during the SEC's Industry Day? Attachments: Overview : Each of the following three diagrams shows slightly different views of the SEC's electronic discovery environment: " Attachment 1 - SEC OTS eDiscovery Diagram " The SEC OTS eDiscovery Diagram describes the workflow of evidentiary documents in all types of formats from collection or receipt by Enforcement Division through production back out during litigation. Several tools Enforcement uses for processing specific types of documents are shown. Almost all new documents received now are loaded into the eD2.0 system based on Recommind Axcelerate. Website downloads and databases are two exceptions which are not loaded into eD2.0. " Attachment 2 - SEC eDiscovery Contractor Support Environment " The SEC eDiscovery Contractor Support Environment is similar to the first, but adds processing for the Office of Compliance Inspections and Examinations. The second diagram also shows the number of contractor staff performing the work at each step in the process. Where numbers of contractors are not shown, the functions are performed by SEC staff. " Attachment 3 - SEC eDiscovery Contracts Diagram " The SEC eDiscovery Contracts Diagram describes how the companies providing contractor support for the SEC's electronic discovery program. Note that the SEC's Evidence Tracking System (ETS) is used to monitor requests for electronic discovery services, and workflow functions in the ETS software record when requests and data are transferred from one contractor to another. Please review the: 1) SEC OTS eDiscovery Diagram ( Attachment #1 ); 2) SEC eDiscovery Contractor Support Environment ( Attachment #2 ); and 3) SEC eDiscovery Contracts Diagram ( Attachment #3 ) for more information. Overview : Each of the following five (5) attached statements of work (SOW) shows the SEC's requirements for each of the contracts supporting the SEC's eDiscovery program: Attachment 4 - LSED SOW Attachment 5 - DATA LOADING SOW Attachment 6 - AGENCY SCANNING SOW Attachment 7 - eD2.1 SOW Attachment 8 - IQA-QC SOW Please review the: LSED SOW ( Attachment #4 ); DATA LOADING SOW (Attachment #5 ); AGENCY SCANNING SOW ( Attachment #6 ); eD2.1 SOW ( Attachment #7 ); and IQA-QC SOW ( Attachment #8 ) for more information.
