Description

Pre-Solicitation Notice The Thomas E. Creek Amarillo VA healthcare System anticipates awarding a Firm Fixed Price Construction Contract for the Amarillo VA to add emergency power to Bldgs. 44, 46 and 48. The project number is 504-17-110 and is located at the Amarillo Texas, VA Medical Center 6010 Amarillo Blvd. West, Amarillo, TX 79106. Statement of Work The Thomas E. Creek Amarillo VA Healthcare System is seeking a firm to connect an existing 175 KW Onan generator located in Building 26 Chiller Plant to supply emergency power to Building 44 (Center for Recovery & Therapy), Building 46 (Specialty Clinic), and Building 48 (Primary Care). The existing 175 KW Onan generator is operational but needs an overflow fuel pump that was cannibalized for use on another generator. This Project involves, but not limited to the following: A load analysis shall be conducted to determine emergency panel KW demand and KWH consumption for Buildings 44, 46, and 48. A separate load analysis shall be conducted for the Heating, Ventilation, and Air Conditioning (HVAC) load for the individual buildings. This shall include air handling units, boilers, and air conditioning. Analyses of the various anticipated electrical loads are necessary to determine the options of emergency power available from the 175 KW generator for the 3 buildings, and will affect many decisions during the electrical design. The contractor shall provide all of the necessary equipment to make the generator and its supporting infrastructure 100 percent operational in providing emergency power to Buildings 44, 46, and 48. This includes fuel transfer pumps, automatic transfer switch(s), transformers, conduit, conductors, controls, etc. The contractor shall connect the generator to the Energy Management System and a generator annunciator in the Building 11 Boiler Plant. The existing 175 KW Onan annunciator in Building 11 can be used if feasible. If not, a new annunciator shall be installed. The period of performance is 120 calendar days after receipt of Notice to Proceed (NTP) The method of procurement shall be Invitation for Bid (IFB) in accordance with Part 14 of the FAR, with an estimated solicitation release date of on or about June 8, 2017 and a quote due date on or about July 8, 2017. The VA reserves the right to use only Federal Business Opportunities/FedBizOpps (FBO) website www.fbo.gov via the internet, to provide notification of any amendments to this requirement and to post the subsequent IFB solicitation. It is the contractor s responsibility to view the FBO website daily for any amendments to this requirement and to obtain the IFB. This procurement is a competitive offer and the solicitation will be advertised as 100% set-aside for Service Disabled Veterans Owned Small Businesses (SDVOSB), under Public Law 109-461 (38 USC 8127), offers received from other than SDVOSB concerns will not be considered. The NAICS Code is 236220, with a business size standard of $36.5 Million. Probable Cost Range: Between $250,000 and $500,000.
