REQUEST FOR PROPOSAL This posting is best viewed at FAA Contract Opportunities, https://faaco.faa.gov. The Federal Aviation Administration (FAA), Eastern Logistics Service Area-ASO, College Park, GA, is issuing Screening Information Request (SIR) Number DTFASA-17-R-00538, Establish Gainesville Regional Airport (GNV) Remote Transmitter/Receiver (RTR) facility, Gainesville FL., as detailed in the Specifications and Drawings attached to the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice. The estimated magnitude of construction is between $500,000 and $1,000,000. REQUEST FOR INFORMATION All questions shall be addressed to the Contracting Officer in writing at linda.hennequant@faa.gov. Any questions regarding this SIR/RFP must be received three (3) days prior to the offers due date. ALL CORRESPONDENCES SHALL CONTAIN THE SIR # IN THE SUBJECT LINE. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. SITE VISIT The FAA urges and expects offerors to inspect the site where the work will be performed. A one-time site visit will be conducted on 8 June 2017 @ 9:00 AM (local time) at the Gainesville Regional Airport (GNV) Remote Transmitter /Receiver (RTR) facility, in Gainesville FL. This site has no address. The coordinates of the site where work is to take place are 29 °41'09.4"N 82 °16'21.1"W in Alachua County, FL. THE SITE VISIT TIME IS THE LOCAL TIME AT THE SITE. Please provide Linda Hennequant at linda.hennequant@faa.gov with a list of attendees at least one day prior to the appointed time. The on-site POC will be James Baldwin and his number is (404) 263-5627. Information provided at this site visit, as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT THIS SITE VISIT IS STRONGLY ENCOURAGED. OFFER SUBMISSION Please see Part IV “ Section L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, for complete offer submission requirements. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. SET ASIDE Offers are requested only from Small Business concerns, in accordance with AMS 3.6.1-1 Notice of Total Small Business Set-Aside. EVALUATION Offers will be evaluated using criteria described in Section M of the SIR. Technical combined with Past Performance and Relevant Experience is significantly more important than price. However, due to funding constraints price is still an important factor. Please see Part IV “ Section M - EVALUATION FACTORS FOR AWARD, for complete evaluation factors for this requirement. No individual notification of any amendments will be provided. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. NOTICE TO OFFERORS: The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act, signed into law by President Clinton on November 15, 1995. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations. The FAA ™s new Acquisition Management System (AMS) became effective on April 1, 1996 and applies to this requirement. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
