- PROJECT DESCRIPTION AND PURPOSE: Solicitation No. R17PS00965: Assessing Agricultural Consumptive Use Phase 3 Task 3 The Bureau of Reclamation, UC-Region, Salt Lake City Office has a need to procure services for Phase 3 Task 3 of Assessing Agricultural Consumptive Use. Task 3 will be performed as follows: i.Review data input requirements and recommend specific datasets as input to the remote sensing and crop coefficient methods. ii.Evaluating the maps of potentially irrigated lands produced by each Upper Division state, and identifying areas of possible omissions or commissions. Reclamation will assist in identifying areas to be reviewed by the CUWG, which will decide upon any needed changes to state maps of potentially irrigated lands. iii.Recommend a method or methods for determining shortage in the Upper Colorado River Basin where shortage predominantly occurs. iv.Recommend a method or methods for determining effective precipitation in Upper Colorado River Basin. The consultant will lead an assessment of various effective precipitation procedure to consider before recommendation. v.Compare actual evapotranspiration (ET) results from the (Consumptive Use Work Group) CUWG ¿s eddy covariance systems to the results generated by the three remote sensing methodologies. vi.Compare actual ET estimates generated by the Blaney-Criddle and Penman-Monteith based crop coefficient methods to ET estimates from eddy covariance systems located within the Basin. vii.Compare estimates of actual ET, potential ET, and net irrigation requirement for the Upper Basin generated by all five investigated methods (three remote sensing and two crop coefficient) on a monthly and growing season (e.g., April - October) time scale. Include spatial disaggregation of results (method to be determined) to illuminate spatial trends in differences between various models. viii.Provide recommendations for developing a unified consumptive use methodology in the Upper Colorado River basin. PLACE OF PERFORMANCE: 125 South State Street, Room 8100, Salt Lake City, Utah 84138. PERIOD OF PERFORMANCE: One year from date of award COMPETITION: Solicitation R17PS00965 is anticipated to be a total small business set-aside resulting in a Firm-Fixed-Price (FFP) purchase order. The requirement shall be procured in accordance with FAR 12 and 13 of the Federal Acquisition Regulations. The Bureau of Reclamation intends to issue a Request for Quotes. The Government reserves the right to award with or without discussions. The complete specifications will be defined in the solicitation documents. NAICS AND SIZE STANDARD: The NAICS code for this procurement is 541620 with a small business standard size of $15.0 million. The price range is approximately between $25K to $100K.
