- SYNOPSIS FOR: Advanced Close Target Reconnaissance Vehicle (CTR-V) Techniques Course of Instruction (COI) DELIVERY LOCATION: Contractor's facility DELIVERY DATE: Period of Performance 19 June 2017 - 30 June 2017 SOLICITATION NUMBER: H92240-17-T-0029 CONTRACT SELECTION: Competitive, Single-Award SET ASIDE: 100% Small Business SIZE STANDARD: $11M The North American Industry Classification System (NAICS) code for this acquisition is 611699 - All Other Miscellaneous Schools and Instruction. The size standard is $11,000,000. TYPE OF ANNOUNCEMENT: This synopsis, and solicitation (to be attached at a later date) for commercial services is prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12 - Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items Solicitation and all other pertinent attachments to be attached on or after 26 May 2017. IAW FAR 5.203 (a)(1), the synopsis is being posted 2 days before issuance of the solicitation. A written solicitation is being used to facilitate proposal preparation and evaluation. The written solicitation must be downloaded from www.fbo.gov. No hard copies will be issued. On the page where the solicitation is posted is a link to a registration page if you would like to receive notices of amendments and/or addenda that may be issued to the solicitation. If you do no register, it is your responsibility to periodically review the web site for any changes to the RFP. Contractors that are debarred, suspended or proposed for debarment are excluded from receiving contracts. Proposal prepared by debarred, suspended or otherwise ineligible contractors are at the risk and expense of the contractor. Contractors must be registered in the System for Award Management (SAM) system prior to award for solicitations issued after 31 May 1998. To register in SAM, go to https://www.sam.gov/portal/SAM/#1#1. DESCRIPTION OF REQUIREMENT: The requirement is to establish a purchase order for Advanced CTR-V Techniques COI services as follows: The contractor shall provide personnel, management, materials, and equipment (not otherwise provided by the Government) necessary to provide a ten (10) day COI on Advanced CTR-V including traps, hidden compartment concealment and ancillary skill sets necessary for technical surveillance operators to perform the task of building an advanced CTR-V. Class size - 10 students All correspondence sent via e-mail shall contain a subject line that reads, H92240-17-T-0029 Advanced CTR-V Techniques COI. E-mail filters at NAVSOC are designed to filter e-mails without subject line or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if the prescribed subject line is not included, the e-mail may not get through the e-mail filters. Also.zip or.exe files are prohibited attachments and may be deleted by the e-mail filters at NAVSOC. Ensure only.pdf,.doc, or.xls documents are sent as attachments to e-mail. The e-mail filters may delete any other form of attachments. **Please note that the Government shall not accept or evaluate any quotes that are submitted directly to the FBO website. Quotes shall be submitted only to the Contracting POC identified in the solicitation.**
