- PROJECT DESCRIPTION AND PURPOSE: Solicitation No. R17PS00966: Assessing Agricultural Consumptive Use Phase 3 Task 1A The Bureau of Reclamation, UC-Region, Salt Lake City Office has a need to procure services for Phase 3 Task 1A of Assessing Agricultural Consumptive Use. The requirement is for a full scale remote sensing pilot project to be conducted for all potentially irrigated agricultural lands in the Upper Basin (excluding lands in Arizona) for the 2017 growing season. The Upper Colorado Basin states will provide digital geographic databases which identify these lands. The METRIC remote sensing-based evapotranspiration models will be tested and evaluated during the defined period. Objectives of the remote sensing studies: i.The consultants will use the remote sensing models described above to estimate actual Evapotranspiration (ET) and net irrigation requirement (ET minus effective precipitation) for the 2017 growing season for all irrigated lands within the Upper Colorado River Basin as identified by each Basin state. ii.The consultants will provide detailed cost and resource estimates for the annual operation of each remote sensing method. iii.After discussions between modelers and the Consumptive Use Work Group (CUWG), the consultants will prepare a summary evaluation of the performance benefits and disadvantages of each method, paying particular attention to the long term viability of each method for use in the Upper Basin. iv.The consultants will generate data to support comparison of actual ET results from the CUWG ™s eddy covariance systems to the results generated by the three remote sensing methodologies. PLACE OF PERFORMANCE: 125 South State Street, Room 8100, Salt Lake City, Utah 84138. PERIOD OF PERFORMANCE: One year from date of award COMPETITION: Solicitation R17PS00966 is anticipated to be a total small business set-aside resulting in a Firm-Fixed-Price (FFP) purchase order. The requirement shall be procured in accordance with FAR 12 and 13 of the Federal Acquisition Regulations. The Bureau of Reclamation intends to issue a Request for Quotes. The Government reserves the right to award with or without discussions. The complete specifications will be defined in the solicitation documents. NAICS AND SIZE STANDARD: The NAICS code for this procurement is 541620 with a small business standard size of $15.0 million. The price range is approximately between $25K to $100K.
