- This agency proposes to issue a solicitation for a sole source requirements type contract to procure casualty control communication systems (CASCON), technical data, shipping, testing, and training in accordance with attached Purchase Description VIBB 16-25-1038 to support the following receiving activities: Pearl Harbor Naval Shipyard & IMF, Norfolk Naval Shipyard, Portsmouth Naval Shipyard, Puget Sound Naval Shipyard. The proposed action is intended to be awarded on a sole source basis as supported by the Justification for Other Than Full and Open Competition in accordance with FAR 6.302-1(a)(2)(ii). The proposed sole source contract will be issued to R.B. Allen Co., Inc. (CAGE: 5E976). The proposed contract will be for a minimum of one base year to include four option year periods. Letters expressing interest in subcontracting provided to the contracting officer will be forward to the identified OEM. The Government intends to award a fixed price, indefinite delivery contract to R.B. Allen Co., Inc. to acquire a commercial item under FAR Part 12 procedures. Award will be made based on lowest price technically acceptable evaluation criterion. Purchase Description VIBB 16-25-1038 includes the items that have been identified for this current action. If other items are subsequently added, as defined by the terms of the contract, they will be synopsized separately. Anticipated solicitation date is June 1, 2017.
