Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is VA257-17-Q-0817. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System Code (NAICS) for this procurement is 561730 with a small business standard of $7.5M. This acquisition is solicited as a set-aside for service-disabled veteran owned small business. Network Contracting Office 17 requests responses from qualified sources capable of providing the following: Period of performance: Base year with four (4) one year option periods. Statement of Work Provide landscaping services at the Corpus Christi VA Outpatient Clinic (CCOPC), 5283 Old Brownsville Road, Corpus Christi, TX 78405. The contractor shall provide all parts, material, equipment, personnel, labor, travel related expenses and related items necessary to perform landscaping services. Period of Performance The contract period will be a base year with four (4) one year option periods. Work to be performed Clean parking lot and driveway of loose waste and trash. Pickup and dispose of accumulated material Clean/clear lawn of trash to prepare lawn for mowing Mow entire lawn area Edge all sidewalks and driveways Weed and cultivate the flower beds as needed Prune and trim hedges as required for proper growth and shape Sweep up and remove grass clippings and debris from curbs, sidewalks, and flower beds Spray herbicide in cracks in driveway and sidewalks to control growth of weed and grass Seasonal Work As determined by the location and growing season, apply appropriate fertilizer twice a year to the grounds As determined by the location and growing season, trim and prune all trees and oleanders twice a year SPECIAL WORK REQUIREMENTS Hours: Services shall be performed during regular work hours for this facility, Monday through Friday 8:00am to 4:30pm (CST). Accordingly, any contract resulting from this solicitation will include these clauses. The contractor is advised in performing contract administration functions, the CO may use the services of a support contractor(s) to assist in assessing the contractor's compliance with the plan, including reviewing the contractor's accomplishments in achieving the subcontracting goals in the plan. To that end, the support contractor(s) may require access to the contractor's business records or other proprietary data to review such business records regarding the contractor's compliance with this requirement. All support contractors conducting this review on behalf of VA will be required to sign an Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement to ensure the contractor's business records or other proprietary data reviewed or obtained in the course of assisting the CO in assessing the contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs. Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the contractor to protect proprietary information as required by FAR 9.505-4, Obtaining access to proprietary information, paragraph (b). The contractor is required to cooperate fully and make available any records as may be required to enable the CO to assess the contractor compliance with the subcontracting plan. The Government will award a firm fixed price contract resulting from this combined synopsis/solicitation. All offerors must be registered in the System for Award Management (SAM) prior to award (www.sam.gov). Quotes are being requested and a written solicitation will not be issued. Paper copies of this solicitation will not be issued and telephone requests or fax requests for the solicitation will not be accepted.
