Description
AODS RFP Attached is amendment FA8214-17-R-7000-0002. All attachments remain unchanged. The due date has been extended to 30 May 2017 1:00PM MST. Solicitation for AODS Storage Attached you will find the AODS Storage Request for Proposal. Please note the requirement is expected to be sole source to Pacific Scientific as per below. If other offerors are interested in proposing, they may do so, but must submit a capabilities statement in addition to a proposal. That capabilities statement must meet the below-listed requirements from the synopsis. A source sought synopsis for this program/contract was previously placed on Federal Business Opportunities (FBO) under the number FA8214-17-R-AODS. Due to numbering requirements, this number has changed to FA8214-17-R-7000. Interested parties may want to update their notices on FBO. The Air Force Nuclear Weapons Center, Intercontinental Ballistic Missile Systems Directorate, located at Hill Air Force Base, intends to issue a solicitation for storage of Government Furnished Property (GFP) associated with the All Ordnance Destruct System (AODS). GFP for AODS consists of approximately 300 components required to assemble and repair AODS kits including, Class "A" explosives, Class "B" explosives, and approximately 870 pounds of raw material RDX (1.1 explosive). The contractor for this effort will also complete tasks incidental to storage which include but are not limited to record keeping, providing security for the GFP, and disposition of assets. The contract resulting from this solicitation will have a one year basic and two, one-year options. It will also include (a) options for a six month extension of services (FAR 52.217-8) and the disposition of assets as well as (b) a line item for data associated with each storage line item. The total duration of the contract including all options is three years, six months. The Air Force anticipates award of this contract on or before 30 June 2017 with an anticipated start date of 1 July 2017. If all options are exercised, the end date of the contract would be 31 December 2020. The periods of performance for this contract will overlap with two other AODS related contracts the Air Force will be awarding-a contract for AODS kit assembly and a contract for AODS kit repair. To avoid schedule delays (with their potential cost increases), the contractor for this AODS storage contract must be able to provide one or more components of GFP to the contractor performing the AODS kit assembly and AODS kit repair contracts within one hour of notice. Market research has identified only one responsible source capable of meeting the requirements of this contract. As such the Air Force intends to solicit, negotiate, and award this contract sole source to Pacific Scientific Energetic Material Company (contract to be performed in Hollister, CA) using FAR Part 15 procedures and its supplements. Award of the sole source contract will be under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responsible sources should submit a concise and program specific response presenting sufficient information to substantiate that they have or will be able to obtain (by contract award) ALL of the capabilities necessary to fulfill the contract requirements, including the following which were listed in the source sought synopsis FA8214-17-R-AODS. •· - Must be able to store approximately 300 components of GFP with an estimated floor space of 1400 square feet. •· - The storage of all AODS related GFP (explosive and non-explosive) must be at a centralized storage facility •· - Must be able to store Class A explosives, Class B explosives, and approximately 870 pounds of raw material RDX in accordance with the appropriate laws and regulations. •· - Must have or be able to obtain an Air Force approved property plan complying with FAR clause 52.245-1. •· - Must be able to perform routine inventories for 100% of the components stored. •· - Must have a quality control program •· - Must be capable of attaining an 'Award' rating on the Pre-Award Safety Survey (PASS) conducted by DCMA prior to contract award. Contractor will be given 15 calendar days from initial request to perform the PASS or will be considered as having a 'No-Award' status. •· - Must have GFP available on site to Pacific Scientific Energetic Material Company of Hollister, CA (anticipated contractor for AODS kit assembly and AODS kit repair) within one hour of notice and must be able to do so in accordance with all applicable state and federal regulations. - Foreign participation is not permitted at the prime contractor level. Responsible sources wishing to provide such a capability statement, proposal, or quotation must submit the response to the point of contact specified in this synopsis. Respondents must specify in the response whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business. Respondents must also specify whether they are a U.S. or foreign-owned firm. All responses must be submitted by the response date listed below to be considered. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Additional Information: •· - The contract award number and dollar amounts are yet to be determined •· - This acquisition is not a set aside (sole source) •· - The Air Force anticipates using the service code Z1GA •· - Options will be included in the solicitation including the Option to Extend Services clause, FAR 52.217-8. All options will be evaluated in accordance with FAR 52.217-5.
