Description
The National Institute of Standards & Technology (NIST) seeks contractors that can provide a portable photonic sintering tool that is capable of sintering various conducting inks on plastic substrates and is compatible with in situ operation on a synchrotron beam line. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is a DRAFT only and, as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. If at least two qualified small business sources are identified during this market research stage, this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUB Zone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 335110 with a Small Business Size Standard of 1250 employees. This notice seeks to identify any contractors that may be capable of providing a portable photonic sintering tool meeting these requirements. Interested business organizations that believe they may be capable of meeting NIST's requirements detailed below should respond to this notice with a narrative demonstrating their ability to meet NIST's requirements. Contractors may provide supplemental information at their discretion. NIST's potential requirements are described below: The Material Science and Engineering Division maintains a state-of-the-art program in in-situ characterization of material processing relevant to flexible and printed electronics. High frequency, wireless communication drives a need for high performance (low resistance) metal traces. On low temperature (<150 C) flexible, plastic substrates, the necessary performance requires non-traditional ink sintering techniques. Photonic sintering (exposure to a short burst of high intensity light) has emerged as a promising processing technique. However, the fundamental kinetics of nano-particle ink sintering have not been measured. This request is for a small, portable, photonic sintering tool to enable in-situ x-ray scattering studies at high-flux synchrotron light sources, to provide one-of-a kind, unique measurement data. The Government has a need for one (1) photonic sintering tool. NIST is aware of one brand/model meeting its requirements, the Xenon Corporation X-1100 power supply, LC-912 chamber, LH-910 type B lamp and cabling and one replacement LH-910 type B illumination lamp. NIST is interested in any sources that can provide the aforementioned system or one that is technically equivalent (meeting the salient characteristics described below). The salient characteristics of the X-100 photonic sintering tool are the following: •Benchtop design and portable, allowing transportation between synchrotron beam line instrument stations and shipment by common carrier •Capable of sintering a range of commercial silver and copper conducting inks from Intrinsiq, Sun Chemical, Xerox and others on plastic substrates •Compatible with in situ operation on synchrotron beam line by means of a remote illumination chamber physically separated from the power supply by at least 3 m •Illumination chamber must provide illumination of up to 7 J/cm^2 over 150 cm^2 (i.e. 13 cm (5") dia) and have a mass of not more than 11.3 kg (25 lb)) •Pulse duration of 0.100 to 5.0 ms •Pulse frequency of 0.5 to 20 Hz •Illumination wavelength range of (240 to 1100) nm
