- Request for Proposal This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N00178-17-R-4012 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis from DRS Signal Solutions, Inc. 1 Milestone Center CT, Germantown, MD 20876-7106 parts described on the attached SF1449. The DRS Modular Scout Recorder is an integral part of a National Security System, Carry-on-Hardware System, designed to meet and satisfy Fleet specific mission requirements. The DRS Modular Scout Recorder is a direct replacement for the DTR-16 Recorder, which has reached technological and operational obsolescence failing to meet mission requirements. The Eagle Xpress Recorder provides the required external digital recording capabilities while maintaining the interoperability, functionality and compatibility with current system configurations designed to interface with the DTR-16 Recorder. Only DRS Signal Solutions (SSI) possesses the proprietary design drawings, manufacturing processes and integration/test procedures necessary to produce and provide these proprietary products. Please include shipping/freight cost for FOB destination Virginia Beach, VA 23461-2097. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 15 June 2016, no later than 11:00 a.m. EST.
