- Attachment 1 RFQ REQ-834-17-0032 **THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT FOR THE FINANCIAL TIMES** The Overseas Private Investment Corporation (OPIC) is the U.S. Government's Development Finance Institution. OPIC's mission is to provide loans, guaranties, political risk insurance, and investment funds to assist American businesses expand into emerging markets. This is a notice issued as required by FAR 5.203. OPIC intends to award this sole source contract under the authority of FAR 13.501(a)(1). OPIC intends to solicit and award a sole source firm-fixed price purchase order to The Financial Times, located at 1 Southwark Bridge, London, SE1 9HL, United Kingdom. Anticipated award date is July 1, 2017. The requirement is for The Financial Times newspaper digital access. The majority of The Financial Times content is proprietary and created by its own network of over 600 journalists around the world. Digital access to The Financial Times can only be purchased directly through The Financial Times, and even though The Financial Times articles can be enabled to appear on other technology platforms, no other provider is contractually allowed to license or charge for The Financial Times content. The Financial Times is the only provider of their website, www.ft.com and all digital access contracts must be directly with The Financial Times. The North American Industry Classification System (NAICS) code for this acquisition is 519130. Small Business size standard is 1,000 employees. This notice of intent is not a request for proposals or quotes; however, all responsible and capable sources may submit statements of capabilities, which, if received within seven calendar days of publication of this notice, shall be considered by OPIC. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. This notice does not restrict the Government in any way to an ultimate acquisition approach. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.
