Description
The U.S. Environmental Protection Agency (EPA), National Vehicle and Fuel Emissions Laboratory (NVFEL), Assessment and Standards Division (ASD), Ann Arbor, Michigan, requires a contractor to provide technical software development support for continuing maintenance and development of the Motor Vehicle Emissions Simulator (MOVES) model. Support includes development of tools for further evolution of the current software development "infrastructure" to meet the needs of the MOVES project as it progresses. The acquisition of these commercial services will be a total small business set-aside and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 541511, Custom Computer Programming Services, with a small business size standard of $27.5 million. The contractor will provide support in the following areas: (1) A commitment to several software development practices, including rapid, highly-iterative design and development cycles, automated unit and system testing concurrent with development, and shared access to all code and project management & tracking. The MOVES project uses "open source" tools wherever possible and is consistent with open source software development methods; (2) The MOVES system resides on Microsoft Windows operating systems (7 and later versions) and can be migrated to UNIX/Linux operating systems with some modifications. MOVES system can run on personal computers/workstations (whether or not networked); in a grid (distributed) computing architecture; in Cloud, and; in a cluster system (a high performance computing environment); (3) A language choice of Java based on Oracle/SUN's Java System Development Kit (SDK). In addition, the Go programming language has been adopted for the development of certain MOVES components to improve performance; (4) Use of MySQL, an open source relational database management system, and its family products, e.g., Workbench. The MySQL databases are accessed by MOVES software via MySQL connector/J. EPA may replace MySQL with Maria and a different connector for our development work during the term of this contract; (5) Use of Concurrent Versioning System (CVS), and the ANT build utility. EPA intends to transition from CVS to BitBucket for our development work during the term of this contract; (6) Adoption of Junit as a framework for generating automated tests of Java classes and methods; (7) Use of a web-enabled JIRA for MOVES' software project management & tracking. The contract will be in the form of an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with subsequent task orders issued. The contract period of performance is expected to be for five (5) years from date of award. The exact amount of technical support required from the contractor is not precisely known in advance. The contractor shall vary the level of support throughout the performance period as required by the task orders issued. EPA estimates that the amount of technical support will average around 25 hours per week per year. Award will be made on a Best Value Basis. All non-price evaluation criteria, when combined, are significantly more important than price. It is anticipated the complete solicitation will be posted on or about June 15, 2017 via FedConnect.net. This office does not intend to mail hard copies of the solicitation.
