- 1. Action Code: Synopsis (Pre-Solicitation) 2. Date: 25 May 2017 3. PSC: 8465 - Individual Equipment / NAICS: 314999 - All Other Miscellaneous Textile Manufacturing 4. Contracting Office Address: Natick Soldier Systems Center Building 1 15 General Greene Avenue Natick, MA 01760 5. Subject: Pre-Solicitation Synopsis for Aviation Body Armor 6. Proposed Solicitation Number: W911QY-17-R-0024 7. Solicitation W911QY-17-R-0024 is expected to be posted to FBO sometime around 8 June 2017. This solicitation will be in the form of a Request for Proposal. The solicitation will remain open for 30 days (or longer if necessary). 8. Description: PM-SOF SSES has a requirement for Aviation Body Armor Vests (ABAVs) capable of being configured for USSOCOM operations on specific airframes (MH-60M, AH-6, MH-60 DAP, MH60 Assault, MH-47) which operate over land and water. The ABAVs are required for use by pilots and crews of these airframes. The Government anticipates awarding a five year, firm fixed price Indefinite Delivery / Indefinite Quantity (IDIQ) contract to one offeror, however the Government may award to multiple or no offerors. The estimated number of ABAVs that may be ordered under this contract may be up to 2,000 units, however this estimate may vary upon issuance of the solicitation. The solicitation shall be issued in accordance with FAR Part 15. 9. Set-aside Status: Solicitation W911QY-17-R-0024 will be posted as a 100% small business set-aside. Only small businesses registered under NAICS 314999 (All Other Miscellaneous Textile Manufacturing) will be considered for award. All vendors must be registered with the System for Award Management (SAM) and can self-certify in SAM as a small business under this NAICS. 10.
