- THIS IS A PRE-SOLICITATION NOTICE, NOT A SOLICITATION. PLANS AND SPECIFICATIONS ARE NOT AVAILABLE AT THIS TIME; THEREFORE NO QUESTIONS OF A TECHNICAL OR CONTRACTUAL NATURE WILL BE ACCEPTED OR ANSWERED UNTIL THE SOLICITATION IS ISSUED. INFORMATION CONTAINED IN THIS SYNOPSIS IS SUBJECT TO CHANGE. THIS PROCUREMENT IS 100% SET-ASIDE FOR SMALL BUSINESS CONCERNS. This solicitation is anticipated to issue as a Request for Proposal (RFP) resulting in the award of a single Firm-Fixed Price (FFP) Contract. The Request for Proposal is anticipated to be issued on June 8, 2017. The estimated value of this work is between $250,000.00 and $500,000.00. Proposals received in response to this solicitation shall be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 Best Value. NAICS CODE: 237110 Size Standard: $36.5M The work will primarily consist of removing and disposing of sewage sludge, temporarily removing the aerator, removing and disposing of existing cell liners, driving out any prairie dogs or other animals occupying burrows in the sewer lagoon using non-lethal means such as construction machinery noise or other method approved by NPS, re-grading the cell walls and berms to collapse the prairie dog burrows, removing 10-foot deep section of soil on berms, hauling excavated soil to area just outside lagoon fence, filling excavation with rock to create burrowing deterrent, installing geotextile and new liners, and re-installing aerator. The project is located in Dinosaur National Monument, Quarry Visitor Center, 7 miles north of Jensen, Utah, and 18 miles east of Vernal, Utah. Work will take place at the Quarry Area sewer lagoon serving the visitor center, quarry, maintenance office, and employee housing. Selection will be based on the following criteria, with non-cost (Technical) factors, when combined, being approximately equal to price: Evaluation Factors are (1) Past Performance - customer satisfaction; (2) Prior-Experience - technical ability to perform the work; (3) Project Management Qualifications - project team, management structure, safety, quality control procedures and scheduling; and (4) Price. Price may become more significant in contributing to the source selection decision if competing proposals offer approximately equal Past Performance and Technical Ability to perform and due consideration is given to Project Management Qualifications. These evaluation factors are subject to change. Any changes to the evaluation factors will be shown in the solicitation. The solicitation shall include a detailed list of evaluation factors and shall provide instructions for proposal requirements and basis for award.
