- The purpose of this change is to open this procurement up to all small businesses versus Service Disabled Veteran Owned Small Business. The determination for the set aside will be made once the market survey closes and analysis of packages reviewed. ******************************************************* This is a market survey for Warehouse and Bench Stock Support Services (WBSS). The FAALC is seeking to establish a support contract to acquire services that will supplement the current workforce as necessary to meet customer demand for receipt, storage, warehousing, packaging and shipment preparation, distribution, transportation, and supply management, without the distribution center and the consolidated bench stock warehouses for equipment purchased, repaired, and stored at FAALC facilities in Oklahoma City, OK in support of National Airspace Systems and other government agencies. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the request for quote. Therefore, any cost associated with the request for quote submission is solely at the interested vendor ™s expense. At this time the nature of the competition has been determined to be fully set-aside to service-disabled veteran-owned small business. The purpose of this market survey is to solicit statements of interest and capabilities from service-disabled veteran-owned small businesses capable of providing the services as described in the attached DRAFT statement of work. In order to make this determination, the FAA requires the following from interested vendors: 1. Capability Statement “ Vendors must document they possess the following minimum qualifications and experience: -Experience as a Prime Contractor providing services similar in nature to the requirements outlined in the statement of work within the last four (4) years preceding the date of the Market Survey. Information submitted should include a list of qualifying contracts that include customer name, description of services, contract amount, contract date and term, and customer contact information. -Description of your company ™s specific experience as a prime contractor in the following areas: Inventory and property planning Operation of warehouses, stockrooms or storage facilities Order Fulfillment operations Staging, shipping and receiving Packing and crating Packaging, labeling, bar-coding Operation and maintenance of distribution and material-handling equipment Moving and storage (excluding household goods) Recycling program management of warehousing materials Preservation and protection of specialized inventory or documents Requirements receipt Requirements research ” specifications and type of item Source of supply research Issuance of request for quotation Customer interface, communications and status reporting Business-to-business communications (vendors) Receipt, inspection and handling Support packaging, handling, storage and transportation operations Disposal, recycle or salvage management Information submitted should include a list of 3 qualifying contracts that include customer name, description of services, contract amount, service locations, contract date and term, and customer contact information. Narrative included should detail the extent to which your company ™s experiences in such areas are similar to the work described in the statement of work. -Brief description of your company ™s management organization used to implement the experience described in the capabilities statement. 2. Additional Information “ -Type of services provided by your firm -Size and type of services provided on previous contracts (elaborate and provide detailed information and past performance -Number of years in business -Verification of Active System for Acquisition Management (SAM) registration Capabilities statement should not exceed seven (7) pages in length and should be submitted via email to the Contracting Officer. Respondents should identify any proprietary information in responses. Attached are the DRAFT Statement of Work and the FAA Business Declaration Form. Please respond by reviewing these items, submitting a completed, signed capability statement, and a filled-out and signed copy of the Declaration form (please submit electronically, email to address below). All responses to this Market Survey must be received by June 12, 2017, 2:00 PM CT (Oklahoma time). Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
