Description
Fort Randall Replace Interior 480V Station Service Equipment On or about 8 June 2017, this office will issue a Request for Proposals for the Replacement of Interior 480V Station Service Equipment for Fort Randall Dam, SD. The solicitation will close on or about 7 July 2017. This solicitation is for unrestricted, full and open competition. One contract is anticipated to be awarded from the solicitation. Drawings and all solicitation documents will be posted to the Federal Business Opportunities (FedBizOpps) website https://www.fbo.gov. All amendments will also be posted to this website. It shall be the contractor's responsibility to check the website for any amendments. The proposed shall submit all requested information specified in the proposal. There will be no public opening of the proposals received as a result of this solicitation. DO NOT submit requests for the proposals to the federal agency personnel. See Obtaining Solicitation Document below: Project Description: The scope of the project is to upgrade 6 existing 480 volt switchgear lineups and the replacement of two station service transformers located in the powerhouse. This is a general summary of the required work and is not all-inclusive. The upgrade of the Station Service include, but not necessarily be limited to the following: 1) Provide direct replacement or retrofill breakers (5 x 1600A & 94 x 600A) to replace power circuit breakers in the existing 480 VAC switchgear listed below. The replacement breakers will be modern design and required to be an off the shelf item requiring no housing modifications. a) 480 VAC Main Station Service Switchgear. b) 480 VAC Lighting Power Switchgear. c) 480 VAC Miscellaneous Power Switchgear 20. d) 480 VAC Common Auxiliary Switchgear. e) 480 VAC Intake Structure Switchgear. f) 480 VAC Spillway Structure Switchgear. 2) Replace station service transformer banks 2 and 4 with two new 1000 KVA 13.8kV/480V dry-type station service transformers. 3) Provide 2 new 15 kV feeder cables: a) Between switchyard station service circuit breaker 074 and station service transformer bank 4, disconnect 075. b) Between main unit circuit breaker 204 and station service transformer bank 2. 4) Test all existing feeder cables from the existing 480 VAC Switchgear listed in 1(a-f) above to the first point of termination. Perform insulation resistance (megger) tests on the power cables to verify their suitability for re-use. The existing power cables connected to the power circuit breakers will be retained unless testing indicates otherwise. 5) Provide spare circuit breakers (1 x 1600A & 5 x 600A), a remote racking device and spare parts for new retrofill circuit breakers as specified. 6) A complete bracing study will be performed to determine the adequacy of the existing bus within the 480 VAC Switchgear listed in 1(a-f) above. The bracing study will be performed to match the existing bus to the new breaker interrupting rating of 65 KA. 7) (OPTIONAL) Provide any and all bracing needed to rerate the existing 480 VAC Switchgear Buses to 65 KA. 8) Provide all necessary contractor commissioning activities and support Government Commissioning activities. 9) Prepare and furnish as-built drawings for the completed installation. 10) Prepare and furnish Operation and Maintenance (O&M) Manuals. Evaluation Criteria: Proposers: Please be advised of on-line registration requirement for Representations and Certifications Application (ORCA) which is located in System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
