Sources Sought Notice: VA797W-17-N-0002 This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified small businesses (including, but not limited to service disabled veteran owned small businesses and veteran owned small businesses) relative to NAICS 561990 (size standard of $11.0M). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis a solicitation announcement may be published in the Fedbizopps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Department of Veteran s Affairs, National Contract Service, is seeking sources for a single potential full service vendor to provide pharmaceutical reverse distribution services and pharmaceutical waste disposal in accordance with all applicable state and federal regulations. VA must ensure the return, recovery AND disposal of their products are part of their entire product management approach. Subsequently, In addition to possessing Reverse Distribution capabilities the vendor must have the credentials to destroy pharmaceuticals (including known pharmaceutical waste) that are not returnable.   Additionally, the vendor must assist Pharmacy with all regulations to determine which items are returnable and which items must be destroyed to ensure each Pharmacy is compliant.   The Reverse Distributor and Destruction vendor shall have all necessary Federal, State and Local licenses and permits to destroy pharmaceutical items that cannot be returned including controlled substances. The area to be covered would include the 50 states, District of Columbia, Puerto Rico, Virgin Islands, American Samoa, Guam and the Philippines. If you are interested, and capable of providing the required services please provide the requested information as indicated below. The intended contract period is five years, which may include options beginning on or around April 2018. Responses to this notice should fully answer the questions below. Responses to this notice shall be emailed to the attention of Karen Ade at: Karen.Ade@va.gov. Telephone responses will not be accepted. Responses must be received in writing to later than 11:00 AM CST June 7th, 2017. What is your company name, point of contact, email and phone number? Could you please confirm that you are a DEA Registered Reverse Distributor? In which areas of the following areas would you be able to provide Reverse Distribution services? The 50 States (list which ones) District of Columbia Puerto Rico Virgin Islands American Samoa Guam Philippines Are you registered in the System for Award Management (SAM.gov)? If so, what is your CAGE code? Do you provide a website with features for ordering, tracking credits, reporting, CODs for your customers? Please provide published price lists for these services, if available. What is your business size Large/Small/8(a)/VOSB/WOSB/SDVOSB/etc.? Do you perform destruction in addition to reverse distribution? If so, are there any qualifications on that service? How many years of recent experience do you have as a pharmaceutical reverse distributor? How many pounds of returns does your firm and its subsidiaries process on average annually? Do you provide customer on-site processing of return goods? In addition to reverse distribution services, does your company accept known hazardous waste for disposal? Do you currently perform this service as a Prime contractor? Do you currently perform this service as a subcontractor? How many contracts for this service have you had? Provide 2 agencies/companies for whom you have performed this service for. How many onsite facilities does your company currently service? This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or receive a copy of the solicitation.
